• !~ <br />Special Council Minutes of 7/18/89 <br />-2- <br />Miscellaneous Business: <br />Mr. Bohlmann stated that a recent newspaper article had Quoted the Mayor as <br />saying, with respect to an income tax levy, that the mayor's function was <br />primarily "administrative" and not "legislative"; asked the Mayor for her <br />definititon of these two words. Feels that it is her responsibility as mayor <br />to address the problems of sewers, infrastructure, flooded basements and broken <br />streets etc. Does not believe her statements to the effect that there is not <br />enough time to place an income tax issue on the ballot to address these very <br />serious problems. <br />Mayor Petrigac responded that "timewise" there is enough time to get an income <br />tax issue on the ballot; has never disputed that. However, even though the <br />deadline can be beaten, there is not enough time to get organized, to campaign <br />for its passage. Also, she could not even begin to put income tax Legislation <br />together to present to council since only two members of council have discussed <br />the report issued by the committee who reviewed the income tax issue. Mayor <br />has no idea what the other members of council think about the report or if they <br />would support an income tax proposal. If Councilman Bohlmann really believes <br />this to be an urgent necessity, why doesn't he introduce legislation. <br />Mr. Bohlmann responded that it is the mayor's duty, as chief executive officer <br />of North Olmsted, to propose income tax legislation; she impaneled the committee <br />to study the issue; now has received their report and should follow through. <br />Mrs. Bahas commented that council was unable to discuss and vote on anything that <br />had not been placed in front of it, in legislation form, to be studied and then <br />acted upon. That is illogical. Nothing has been presented to them to be acted <br />upon. <br />Mayor Petrigac again responded that she could not draft a piece of legislation <br />because she has heard nothing from anyone other than Mr. Bohlmann and Mr. O'Grady <br />as to what they think or feel about the panel's report. She has had no input. <br />President Saringer stated that there is such a thing as "polling" council; over <br />the years, many mayors have called her and polled her, asking for support. Mayor <br />Petrigac was not stopped from calling each council member and asking them for <br />input and support on a tax issue. <br />Mr. Wilamosky stated that he believes. council is looking for some leadership from <br />the administration; they certainly have had time to digest the report from the <br />panel which they put together and get back to council. Is basically waiting for <br />some committment from the administration - some direction - some leadership. <br />Would expect a firm recommendation from the administration as to what direction <br />the community should take, based on the facts and information provided by the <br />panel that was appointed by the administration. <br />Mrs. Bahas moved to excuse the absence of Councilman O'Grady, second by Mr. <br />Bohlmann, unanimously approved. <br />The agenda being completed and there being no further business, Fresident Saringer <br />adjourned the special council meeting at 7:30 P.M. <br />Florence E.
