' Council Minutes of 7/5/89 -~- <br />Letters and communications: <br />President Saringer announced receipt of a letter from a resident with regard <br />to the North Olmsted Kiwanis Club/Horizon proposal for handicapped residents <br />which she shared with council in caucus this evening. <br />Audience participation; <br />Bob Koeth, 5981 Forest Ridge, discussed the debris-filled ditch behind the <br />Park Ridge Subdivision, especially at the west end of Lynhaven Drive, that <br />Hennie Homes had promised to clean out and has failed to do so. Also, the <br />fence shown on the Hennie Homes plans do not reach the full lot line. Mr. <br />Wilamosky agreed that the homeowners in this area have a legitimate complaint. <br />The ditch has not been cleaned as agreed to by Hennie Homes after it was de- <br />cided that culverting was not feasible. Also, 35 feet of the fence is <br />missing. At the Planning Commission Meeting, Hennie had committed to erecting <br />a fence the full length of the property as was indicated on the plans. It <br />appears that the Engineering Department chose to change this and told Hennie <br />that they would not have to erect a fence for this 35 feet because of the <br />drainage. When the plan was brought to the BZD Committee, there was no mention <br />of a change from the first submission. It was clearly understood by Hennie that the <br />fence was going to run the full length of the lot line as shown on the original <br />plans approved by Planning Commission. Mr. Wilamosky personally inspected every <br />one of the catch basins in the Hennie development - they are absolutely filled <br />with debris - building material, wood, stones, mud, etc. All this junk will be <br />carried into the city's system during a heavy rainstorm. Would like the admin- <br />istration to inspect the ditch and catch basins, etc. in the development and <br />if Hennie Homes refuses to live up to their committments, they should be denied <br />any further permits until they are in compliance with their promises. Mayor <br />Petrigac requested Mr. Koeth's phone number and will get back to him by the first <br />of next week. <br />Gene Rech, 5350 Sunset Oval, brought pieces of concrete that have disintegrated <br />on Sunset Oval. Presented a petition asking for repairs; had appeared before <br />council two years ago and nothing was done except a little patching. Sunset <br />Oval is now two years worse; desperately needs replacement. It was pointed out <br />that $100,000 have been allocated for the repair of Sunset Oval. A Streets and <br />Drainage Committee meeting will be held tomorrow evening to discuss this further. <br />John Merutka, 6104 Somerset, is against the city giving up a $40,000 home in <br />order to develop a facility for the handicapped since the citizens will be paying <br />through the federal, state and local level for the Handicapped Childress' <br />Protection Act of 1986, which will probably become effective in 1990 and will <br />provide the same services - tutoring, speech. therapy, day care programs. Mrs. <br />Bahas pointed out that just as Horizons Activity Center compliments the Board of <br />Education, so it will compliment any federal program. The city needs to develop <br />this property because of it responsibility to the CDBG program which provided <br />the funds .originally. <br />LEGISLATION: <br />Resolution No. 89-50 introduced by Mayor Petrigac was given its second reading. <br />A resolution adopting the budget of the City of North Olmsted for the Fiscal <br />Year beginning January 1, 1990, and submitting the same to the County Auditor, <br />and declaring an emergency. <br />Resolution No. 89-51 introduced by Mayor Petrigac was given its second reading. <br />A resolution authorizing the Director of Public Service to advertise for bids <br />for one (1) truck paint spray booth for the North Olmsted Service Department, and <br />authorizing the Mayor to contract for same, and declaring an emergency. <br />
