Council Minutes of 5/16/89 -3- <br />3) Will meet with the Regional Transit Agency on Thursday with respect to the <br />audit. It is probably going to be one of the best audits ever because the <br />circumstances have changed drastically over the past year or so. City owes them <br />$34,000 from an overpayment last year. $34,000 really isn't too much on what they <br />have paid the city and it is virtually the ending of one contract and the beginning <br />of the new contract and how to pay that payroll that went. over that period of time <br />and a few other factors. The Bus Fund itself will be paying $18,000 into the <br />General Fund; will probably have to change an appropriation later this year be- <br />cause of that - it is a little bit more than anticipated - and $32,000 based on <br />Workmens' Comp charges for last year - so the Bus Fund will be adding approximately <br />$50,000 in cash to the General Fund but $18,000 in revenue. The cash has already <br />been adjusted through other amendments. <br />Mrs. Bahas, Chairman Long Range Planning Committee reported: 1) On May 9th, <br />Members of Council, the Mayor, Recreation Director and several representatives <br />from Horizons and Kiwanis got together to discuss a proposal for the property owned <br />by the city and Kiwanis - a proposal for a pre-school for handicapped children. <br />Everyone agrees with the concept and is excited about it. Council members did have <br />some reservations and some legal questions that have been submitted to the Law <br />Director which will give a guideline as the city gets deeper into a three-way <br />agreement with Kiwanis and Horizons. Committee discussed division of duties, <br />proposed expenses, preparation of the land, etc. After the legal questions have <br />been answered, future meetings are planned. <br />Mr. Bohlmann, Chairman Intra-Governmental Relations and Legislation Committee as <br />well as Recreation, Public Parks and Buildings Committee reported: 1) Recreation <br />Committee met jointly with Finance Committee on May 15th. Purpose of the meeting <br />was disbursement of funds for the .7 mill levy recently passed. Mayor, Safety, <br />Budget and Management, Finance, Recreation Directors were present as well as <br />Recreation Commission Members, O'Rourke, Scott, Schwartz, and Fisher and President <br />Saringer, Councilmen O'Grady, Tallon, Wilamosky and Bohlmann. After much dis- <br />cussion, it was agreed that the first thing to be done was to hire an expert to <br />advise the best way to rehabilitate the recreation roof and a number of other <br />problems at the Recreation Complex. There is an ordinance on tonight's agenda <br />to transfer $15,000 for the purpose of hiring an architect to start the procedure. <br />Passage of the levy was not only for the Recreation Complex but also for the en- <br />tire park system; money will be proportionalized on a yearly basis to take care <br />of the Rec Center as well as Clague, Barton/Bradley and North Olmsted Parks. <br />Also discussed was the importance of a preventive maintenance program to keep every- <br />thing in good repair. <br />Mr. McKay, Chairman Environmental Control Committee as well as Streets and Drainage <br />committee reported: 1) West Shore Solid Waste Committee met on Wednesday, May 10th <br />at Rocky River City Hall. Commissioner Virgil Brown addressed the group; advised <br />that a meeting had been held with Lorain County where there is a present contract <br />for a landfill area. Negotiations were friendly but no agreements were reached at <br />this time. Solid Waste Committee was encouraged to continue to develop its own <br />plans for waste disposal and recycling. By 1993, no leaves will be permitted in <br />landfills and by 1994 no grass clippings will be permitted. Presently, composting <br />is looked at as the answer but there are a lot of problems with that also. <br />Mr. Ta11on, Chairman Buildng, Zoning and Development Committee reported: 1) BZD <br />Committee met on Thursday, May 4th with. all members in attendance as well as <br />Councilman Wilamosky and Building Commissioner Conway.
