MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />APRIL 4, 1989 <br /> <br />Present: President Janet Saringer, Councilwoman Bahas, Councilmen <br />Boehmer, Bohlmann, McKay, O'Grady, Tallon, Wilamosky. <br />Also present: Mayor Yvonne Petrigac, Law Director Michael Gareau, Finance <br />Director Edward Boyle, Clerk of Council Florence Campbell, <br />Meeting was called to order by President Saringer at 8:00 P.M., in Council <br />Chambers, 5200 Dover Center Road, North Olmsted. <br />Members of the audience were invited to join Members of Council in reciting <br />the Pledge of Allegiance to the Flag. <br />Minutes of the Council Meeting of March 21, 1989, were approved. <br />2) Suspension of the rule requiring three readings and ref erral to committee <br />will be requested on Ordinance No. 89-25 which authorizes the sale of four <br />buses owned by the City of North Olmsted. <br />President Saringer announced: 1) Ordinance No. 89-13, setting the compensa- <br />tion to be paid each Member of the Architectural Review Board, has been re- <br />moved from the agenda. <br />Mayor Petrigac reported: 1) Board of Control met on March 23rd to discuss bids <br />for the air purifier for the Wastewater Treatment Plant. There were two bids <br />with L/K being the lowest and best at $30,850. <br />2) There will be a meeting on April 13th, from 7:30 to 9:30, at Brooklyn Heights <br />Municipal Center, with respect to Community Options in Solid Waste Disposal. <br />3) City of North Olmsted has received four new buses. The four old buses, which <br />were traded in, cost $30,000 in 1969; the new buses cost $145,660. <br />4) On Tuesday, March 28th, Councilman McKay and Directors Copeland and Noble met <br />with Mayor Petrigac to discuss plans for Cleveland Clean-up Week - North Olmsted, <br />which covers April 22nd through the 29th. Councilman McKay will give a complete <br />report on this. <br />5) Meeting will be held Monday, April 24th, between Fairview and North Olmsted, <br />to begin discussion on past liabilities and then proceed on to a new contract. <br />The first meeting will be an evening meeting, at 7:30, to allow council's <br />attendance. City's negotiating team will be the same team that negotiated the <br />Olmsted Township agreement. <br />6) Legislation to increase the minimum wage from the current $3.35 per hour to <br />$4.55 by 1992 has passed the House. It included a sub-minimum training wage at <br />the current $3.35 for the first 60 days of employment. The Senate Committee is <br />recommending a similar bill with an increase by 1992 to $4.65. Mayor will con- <br />tinue to monitor this. <br />7) Board of Control met this morning at 9 o'clock to discuss the Leaf Pickup and <br />Recycling Program. Although several companies, including BFI, were in attendance, <br />there was only one bidder. The contract was awarded to Three Z Incorporated; it <br />is a three year contract; the amount is $68,650 per year, with a total over the <br />three year period amounting to $205,950. All personnel and equipment will be <br />furnished by the contractor. The program is not only a Leaf Pickup Program but <br />a recycling one as well. They will go through the city three times. <br /> <br />
