Council Minutes of 4/4/89 -2- <br />8) The administration has scheduled a tornado drill for April; the date and time <br />is to be announced when employees hear the siren. <br />9) Senior Center Auction will be held on April 22nd. This would be a good <br />opportunity for candidates to get their names out by donating something to the <br />Senior Center. <br />Law Director Gareau reported: 1) The Kostrek Appeal has been scheduled for oral <br />argument in the Eighth Appellate District tomorrow morning. <br />2) Has received notice from the Northern Ohio Benevolent Association that they <br />have received a sufficient number of signed cards to enable them to take over the <br />representation of the clerks and dispatchers in the Police Department rather <br />than AFSCME. Will follow this to determine whether or not the State Employees' <br />Relations Board certifies them as a collective bargaining unit. <br />3) City has had an administrative appeal in the Court of Common Pleas and in the <br />Court of Appeals; it is now in the Supreme Court and has been appealed. This is <br />the Citrus Trust Case; Law Director is in the process of preparing a brief in <br />opposition, certifying that case. <br />Finance Director Boyle reported: 1) Ohio Citizens Bank closed the city's <br />mortgage revenue accounts two weeks ago where money had been deposited since <br />the Wastewater Treatment Plant had been initially constructed back in the 60's. <br />Two coupons, one for $20 and one for $21.25, were returned to the city since <br />they had never been submitted for payment. Because it is such a low amount, and <br />the city is liable for those payments if the people should ever present them, <br />Finance Director Boyle does not feel the need to restrict any of the fund balances <br />and will just accept them as cash. In the future, if the coupons are presented, <br />the Sewer Revenue Fund will pay the $41.25 - an amount that should not cause any <br />problem. Would like this information noted in the minutes - the city has received <br />the coupons and acknowledges its liability for them. <br />2) In reviewing the permanent appropriation ordinance, Mr. Wendell and Mr. Noble <br />discovered an error with respect to trees in the Service Department. Finance <br />Director believes the appropriation had gone to a different account. W ill have <br />an ordinance covering the transfer of the money to the proper accounts on the <br />agenda for the next council meeting. <br />Mr. Boehmer, Chairman Public Safety, Health and Welfare Committee reported: <br />1) Committee has no objection and Mr. .Boehmer moved council have no objection to <br />the issuance of an F2 permit for Friends of Bill Lackey Committee, Country Club <br />Condominium Party Center, 25561 Country Club Boulevard, for a function to be held <br />on Friday, April 14, 1989, second by Mr. McKay, unanimously approved. <br />2) Committee has no objection and Mr. Boehmer moved council have no objection to <br />the issuance of an F2 permit for One Step At A Time, Parish Hall and Mezzanine <br />Area Only, 30106 Lorain Road, for a function to be held on Saturday, May 20, 1989, <br />second by Mr. O'Grady, unanimously approved. <br />3) Committee has no objection and Mr. Boehmer moved council have no objection to <br />the issuance of a D5, D6, permit transf er from Chinese Palace, Incorporated, dba <br />Chinese Palace Restaurant, 4626 Great.. Northern Boulevard, to Kyoko Restaurant, <br />Incorporated, dba Sakura Japanese Restaurant, 26225 Great Northern Shopping Plaza, <br />second by Mr. McKay, unanimously approved. <br />4) Committee has no objection and Mr. Boehmer moved council have no objection to <br />the transfer of a Dl, D2, D3 and D6 liquor permit from Georgalis, Incorporated, <br />dba Milton's Family Restaurant, 26324 Lorain Avenue to Rocco H. Puzzitiello, Jr., <br />28919 Lorain Avenue, second by Mr. McKay, unanimously approved. <br /> <br />
