j <br />MINUTES OF THE SPECIAL MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />MARCH 30, 1989 <br />Present: President Janet Saringer, Councilwoman Bahas, Councilmen <br />Boehmer, Bohlmann, Tallon, Wilamosky. <br />Also present: Finance Director Edward Boyle, Clerk of Council Florence Campbell. <br />Absent: Councilmen McKay and O'Grady. <br />Special Council Meeting was called to order by President Saringer at 9:10 P.M., <br />in Council Chambers, 5200 Dover Center Road, North Olmsted. <br />Mr. Wilamosky reported that a typographical error in Ordinance No. 89-12, on <br />Page Two, under Department of Human Resources, Line Item Vehicle Expense had <br />been corrected to read "$800" instead of $500. <br />Mr. Wilamosky moved that Council Rule No. 5 be amended to provide for the read- <br />ing of a letter from Mayor Petrigac, second by Mr. Tallon, unanimously approved. <br />President Saringer read the following letter from Mayor Petrigac which was <br />addressed to all Members of Council: As you are aware, due to a previous <br />commitment, I will not be able to attend the Special Meeting of Council <br />scheduled for Thursday, March 30th, at 9 P.M. I feel very strongly that Ordin- <br />ance No. 89-12, the 1989 appropriations, should not be adopted in its present <br />proposed, amended form. i will not deal in this memo with any of the disputed <br />items under $20,000, however, I feel very strongly that not enough consideration <br />has been given to some of the larger line items being proposed in this appro- <br />priation. Therefore, I propose to Council that line items Timber Trails - <br />$87,000, Sunset Oval - $100,000, Ranchview and West Ranchview - $70,000 and Porter <br />Road Signals - $20,000 be removed from this appropriation. These worthwhile <br />projects should be placed in the Streets and Drainage Committee for discussion as <br />should the Deerfield Project and priorities established. I would also suggest <br />that council discuss what the city will do if the Recreation Levy does not pass <br />and if Issue Two money is not granted for the two projects currently under engin- <br />eering study - Lorain and Elm Roads. We also need to discuss other streets in <br />need of repairs, such as Silverdale and Selhurst. I believe that the money which <br />has been appropriated for the above mentioned items in 89-12 should remain un- <br />appropriated until after the May Election when the recreation issue is on the <br />ballot. If, after further discussion, the city decides to use the funds for the <br />above mentioned projects, it will still be available. These concerns might not <br />be as pressing to me if the projected. year-end balance was sufficient for prudent <br />fiscal management. I do concur that we should go out on notes for the fire squad <br />and equipment. <br />Mr. Boehmer moved to divide the question with respect to the items listed in <br />Ordinance No. 89-12, under General Administration, second by Mrs. Bahas. <br />Roll call on motion: Affirmative vote: Boehmer, Bahas. Negative vote: Bohlmann, <br />Tallon, Wilamosky. 2 Aye - 3 Nay - Motion failed. <br /> <br />
