Special Council Minutes of 3/30/89 <br />-2- <br />Mrs. Bahas stated that she has no problem with the budget or with the projects <br />since they are all needed, however, she does have a problem with the way the <br />projects were chosen from the priority list. Why were certain streets chosen <br />over others that were higher on the list? <br />Mr. Wilamosky explained that the projects were discussed in Streets and Drainage <br />Committee and Safety Committee as well as the Finance Committee. The Finance <br />Committee's goal was to utilize available monies to accomplish some goals and <br />problems in the community and set them behind as well as to look at some projects <br />that would be abetter "saleable" item on a note. Committee projected a possible <br />note issuance, in the amount of five years, to cover the Deerf field Project as <br />well as Fire Department equipment. Committee also felt it could move ahead with <br />the Timber Trails, Sunset Oval and Ranchview Projects. <br />President Saringer pointed out that there are streets in the east end of the city <br />that have had water in their basements for 25 years and needed help. Mr. Wilamosky <br />stated that the committee is going to address them. The ditch through Timber <br />Trails also services part of the industrial area that the city is hoping to de- <br />velop and improvements are necessary to move that water out before the problem be- <br />comes unsolvable. <br />Mr, Boehmer remarked that he has received many calls with respect to Selhurst and <br />Silverdale caving in. There are many streets badly in need of repair. Mr. McKay <br />has indicated that these projects should all come out of the Streets and Drainage <br />Committee; evidently the Finance Committee took it upon themselves to make the <br />selection of what should be done.. His personal feeling is that council should <br />hold up on the money; put it back in committee, and go from there. The money <br />will be budgeted; it will be there and council can take care of things one at a <br />time and get it going. <br />Mr. Bohlmann discussed the twenty-one streets on the list for repair or recon- <br />struction. Believes Finance Committee's intent and purpose was to take a street <br />or project in each of the four wards, to look at costs and find projects that <br />were not truly prohibitive. Mr. O'Grady was interested in doing Deerf field in <br />Ward 2; Mr. McKay was interested in having Sunset Oval completed in Ward 4; <br />Mr. Tallon wished to have Ranchview and West Ranchview completed in Ward 1; and <br />Mr. Wilamosky wanted Timber Trails taken care. of in Ward 3. These are. all <br />needed and worthy projects; he does not believe that it was necessary to consult <br />the listand.arbtrarily select projects because of the order in which they were <br />listed and therefore he disagrees with councilmen who have some objections based <br />on the fact that the list was not followed per se. <br />Mr. Tallon supported Mr. Bohlmann's comments as to what the Finance Committee <br />tried to do, which was do something throughout the entire city by chgosing projects <br />that were affordable. The Deerfield Project is a bondable type project and would <br />not have to be taken out of the appropriations. If done in this manner, the <br />committee would then have sufficient funds to do the other four projects. <br />Mr. Wilamosky commented that he also serves on the Streets and Drainage Committee <br />and is fully cognizant of their actions; he made it a point to discuss these pro- <br />jects with Chairman McKay and he did not express any objections whatsoever; in fact, <br />Mr, Wilamosky gave him a note copy of where the changes were made, what they re- <br />flected and what the intentions were relative to Deerfield and he left that con- <br />versation with the understanding that Mr. McKay had no objections. <br /> <br />
