Council Minutes of 3/21/89 -2- <br />4) Has requested a meeting with Environmental Committee to discuss Clean-up <br />North Olmsted; meeting is scheduled for March 28th. <br />5) On Wednesday, March 15th, Planning Review Committee met and discussed the <br />section of the code for the residential; next meeting will be April 19th. <br />6) Governor has appointed Randall Howard as first Director of Ohio's Infra- <br />structure Bond Program so $120,000,000 will start to move. This is Issue Two <br />money . <br />7) Organization Meeting for Solid Waste Management Committee will be held on <br />April 25th at 7:30 P.M. On February 6th discussed this committee in some de- <br />tail and suggested that council might want someone to sit on this committee; <br />has not received a response to this suggestion as yet. <br />8) Meeting of the Council of Governments was held today in Rocky River for the <br />approval of the HAZ-MAT Budget and other related business for WEB. HAZ MAT <br />cost to the city should run approximately $10,000; it has been appropriated in <br />the budget. <br />9) An ad for a City Engineer ran in the January issue of Cities and Villages; <br />has had no response as yet. <br />10) Read a letter from Helen Montgomery, Ohio/Beirut Memorial Organization, ad- <br />vising that the Beirut Memorial will be placed in Struthers, Ohio and thanking <br />North Olmsted for their consideration. <br />Law Director Gareau reported: 1) Yesterday, hearing was held to submit <br />additional evidence in the Sunset Memorial Case. Councilmen Tallon and McKay <br />were present and both testified as to the reasons council overturned the Board <br />of Zoning Appeals on this issue. Within the next thirty days, Sunset Memorial <br />must submit their assignments of error and brief; city then has until May 15th <br />to submit a reply to that brief. <br />2) On Monday, submitted objections to the proposed bargaining unit that is sought <br />to be established by the North Olmsted .Employees' Transit Association with the <br />State Employees' Relation Board.. In their bargining unit, they have included. all <br />part-time employees, all bus drivers, all hostelers and all mechanics; Law Director <br />has objected because there is no community of interest and it is inappropriate <br />to have all these people mixed in one bargining unit. This is in SERB's hands <br />and will continue to keep council advised. <br />Finance Director Boyle reported: 1) For the last couple of weeks has been <br />working with Arthur Young and Company, auditors, as well as computing a few of <br />the sewer bills. Have computed new sewer bills for the Township and for Fairview <br />Park. These are being submitted through the normal channels: Mayor, Squire, <br />Sanders and Dempsy, Cuyahoga County, etc. Would prefer not to quote figures now <br />however, they have been completed. <br />2) Ohio EPA has requested the State of Ohio to pass a water consumption tax that <br />Finance Director has been monitoring to some extent. The Finance Committee has <br />not included it in this year's appropriations as far as being a revenue source <br />although it may crop up later. It would increase the water rates for the entire <br />State of Ohio. <br />3) There is also a House Bill, 4267, on Wastewater Treatment Plants, whereby the <br />State of Ohio would allow a certain amount of dollars to be borrowed by munici- <br />palities to finance or refinance Treatment Plants. Believes it might be of some <br />use to the City. of North Olmsted on the Step III Program; it may also be of more <br />use in the Fairview negotiations. In studying the bill, it appears that it is <br />applicable to their situation and may allow them more of an opportunity to pay <br />the back money they owe North Olmsted on capital improvements. <br /> <br />
