Council Minutes of 3/21/89 -3- <br />Mr. Wilamosky, Chairman Finance Committee reported: 1} Finance Committee met on <br />March 13th as well as March 15th. On March 13th, the committee basically under- <br />took a general review of the appropriation ordinance, No. 89-12. Discussed areas <br />of the Legislation which affected the Safety Department with Director $ecker, <br />Committee recommends .changes which will be submitted to council within the next <br />few days and hopefully will have a revised ordinance prepared to submit at a <br />special council meeting to deal with this legislation prior to the end of March. <br />2) On the 15th, met with Superintendent Crider to discuss the Treatment Plant <br />Fund. Also have some minor recommendations to submit to council on this. Dis- <br />cussed the need. for a sludge-hauling box and legislation for this is on the <br />agenda tonight. Asked for, and have already received, some documentation relative <br />to some expenditures from last year. <br />3) Also met with Mr, Fattlar regarding the Recreation Fund and again, there were <br />some very minor changes. One area of concern was the "Wage" line item; hopefully, <br />Mr. Fattlar had an opportunity to share some information with Budget and Manage- <br />ment Director, Mr. Cunningham, who, in turn, will pass it along to the committee. <br />Mrs. Bahas, Chairman Long Range Planning Committee reported: 1) Committee met on <br />March 14th with alI members in attendance to discuss new wording for Ordinance <br />No. 89-14, which involves the extension of Crocker/Steams as well as the study <br />and widening of Stearns Road. Committee recommends passage of this ordinance, <br />which is on third reading this evening. <br />2) Committee very briefly discussed a current study with respect to the property <br />on Butternut Road - plans to do something with this property in conjunction with <br />Horizons and Kiwanis. This is just a study stage; will report as it develops. <br />Mr. O'Grady, Chairman Transportation Committee reported: 1) At the last council <br />meeting, Mr. O'Grady introduced a resolution called "The Brady Handgun Violence <br />Prevention Act" which urged Congress to pass the act. While resolutions are <br />important, mail is even more important. Had hoped the media people would have <br />picked up on this legislation and given it some press. Thanked Westlife for the <br />good article they had on it; would ask the other papers to get the message out to <br />the public that mail to Congress is certainly important as it relates to this issue. <br />Mr. McKay, Chairman Environmental Control Committee reported: 1) The West Shore <br />Citizens' Review Committee for Solid Waste met on March 8th at 7:30 P.M. at <br />Rocky River City Ha11. This was the first meeting; a nominating committee was <br />formed for the purpose of selecting a Chairman, Vice Chairman and Secretary. <br />Purpose of this committee is to review matters affecting the solid waste concerns <br />of the west shore communities and to act as an advisory board to the community <br />governments of North Olmsted, Fairview. Park, Rocky River, Bay Village and Lakewood. <br />The role and responsibility of a committee member is to gather information and ex- <br />pand the knowledge by relaying it to the mayors and administrations of the West <br />Shore Community. The County Commissioners are now in charge of the solid waste <br />disposal plan. Once the Review Committee has formulated a plan and decided <br />which direction they would like to take, they will approach the County Commissioners <br />to see if it is feasible to form its own subdivision and not have to come under all <br />of Cuyahoga County. Some of the things reviewed were methods of disposal such <br />as landfill, incineration, composting and recycling. Next meeting will be held on <br />April 12th, with meetings thereafter on the second Wednesday of the month at <br />7:30 P.M. at Rocky River City Hall. <br />Audience participation: <br />Jean Beck, 5409 Dorothy Drive, discussed a letter from Safety Director Becker <br />which gave Halleen's permission to erect a tent at their dealership for a pro- <br />motional sale. Director Becker gave permission under Ordinance No. 88-94 which <br />was not proper. While it now appears that Mr. Halleen did not need to receive <br />any permission at all, and that Director Becker did not quote the right legis- <br />lation, Mrs. Beck was disturbed by the fact that if this had been the right <br /> <br />
