Council Minutes of 3/21/89 <br />-4- <br />legislation, Director Becker's letter only cited a portion of its stipulations <br />and completely overlooked a number of very important items that should have <br />been activated. If srnneone has to follow the rules of an ordinance, as passed <br />by council, then it should be implicit that ALL the rules must apply and be <br />followed, not just one or two and the ordinances of the city must be applied <br />to everyone in the same manner. <br />LEGISLATION: <br />Ordinance No. 89-14 introduced by Councilwoman Bahas was given its third reading. <br />An ordinance for the improvement of a portion of public highway which is de- <br />scribed as follows: (1) the construction of Crocker-Stearns (CR-118) Extension, <br />with turning lanes where needed, from Lorain Road to the North Olmsted North <br />Corporation Line, and (2) the grade, drain, pave and widen to four lanes of <br />Stearns Road (CR-76) from I480 to Lorain Road, and declaring an emergency. <br />Mr. Tallon commented that he was a bit concerned because of the county's lack of <br />data for this proposal since it will change the dollar amounts that North Olmsted <br />will be committed to at a future date; would like to have some approximate costs <br />in order to make an intelligent decision on this legislation. Mrs. Bahas moved <br />for adoption, second by Mr. O'Grady. Roll call on motion: Affirmative vote: <br />Bahas, McKay, O'Grady, Bohlmann. Negative vote: Tallon, Boehmer, Wilamosky. <br />4 Aye - 3 Nay - Motion carried. Mr. Wilamosky explained his "no" vote, stating <br />that he agreed with Mr. Tallon with respect to the cost factor; very little <br />thought was given. to the direction the city may be going relative to the cost; <br />it is quite apparent that the vote of the electorate determined that they wanted <br />it but Mr. Wilamosky feels they would also like to know what the cost will be; <br />it is not unreasonable to ask for an estimate. Ordinance No. 89-14 passed by <br />a simple majority so the emergency clause is not effective. Ordinance No. 89-14 <br />adopted <br />Ordinance No. 89-15 introduced by Mr. Bohlmann was given its third reading. An <br />ordinance adopting a new and revised Chapter 945 of the Cod if ied Ordinances, en- <br />titled, "Community Cabin/Senior Center", and repealing Ordinance No. 88-77, and <br />declaring an emergency. Mr. Bohlmann moved for adoption, second by Mrs. Bahas, <br />unanimously approved. Ordinance No. 89-15 adopted. <br />Resolution No. 89-18 introduced by Mayor Petrigac was given its second reading. <br />A resolution opposing action of the Ohio General Assembly to require centralized <br />motor vehicle exhaust inspections. Mr. Wilamosky moved for suspension of rule <br />requiring three readings, second by Mr. Boehmer, unanimously approved.. Mr. <br />Wilamosky moved for adoption, second by Mr. Boehmer, unanimously approved. <br />Resolution No. 89-18 adopted. <br />Ordinance No. 89-20 introduced by Mayor Petrigac was given its first reading. An <br />ordinance establishing rates of compensation for various administrative and legis- <br />lative personnel, and declaring an emergency. Referred to Finance Committee. <br />Ordinance No. 89-21 introduced by Mayor Petrigac was given its first reading. An <br />ordinance establishing the organization. and composition of the non-uniform, part- <br />time personnel of the Police Department, and declaring an emergency. Referred to <br />Finance Committee. <br />Resolution No. 89-22 introduced by Mayor Petrigac on behalf of the entire council <br />was given its first reading. A resolution in support of the Cuyahoga County <br />Public Library Five-year 1 mill Levy Renewal on May 2, 1989.
