Council Minutes of 1/17/89 -2- <br />With respect to the Mayor's report concerning the meeting with ODOT and Westlake <br />officials, President Saringer commented that she has drafted a letter to the <br />President of Westlake City Council, asking for a mutually acceptable date for <br />a joint meeting of both councils to discuss the Columbia Road problem. <br />Law Director Gareau reported: 1) Since last council meeting, a notice of appeal <br />has been filed in the Liza Jennings' Case. <br />2) Within the next week, will prepare answers in two liability cases, in which <br />the city has been sued for damages, and which he previously discussed with council. <br />3) Last week, took depositions in another liability case dealing with a collision <br />between a van and a snow plow. <br />Finance Director Boyle reported: 1) In the. last three to four weeks, the Finance <br />Department has been involved with year-end closings, balancing and running off <br />reports, some of which have been distributed this evening. A couple of new pro- <br />grams have been added, one of which produces a history of each account from 1986 <br />through to the present and also includes the temporary appropriation in 1989. <br />This has already been distributed to various department heads and should be <br />helpful in doing the appropriations for 1989 as well as the budget for 1990. <br />2) Payroll has been closed other than for issuance of W-2 forms. IRS has changed <br />a requirement related to Deferred Compensation and Finance Department is awaiting <br />a program change before the W-2's can be issued. It will be a free program <br />change, covered by the maintenance agreement. <br />3) This past year, the Finance Department handled $180,000,000 worth of trans- <br />actions - close to 100,000 separate procedures, with 16,000 checks accommodating <br />over 28,000 payments. <br />4) Some of the incoming information indicates that the city's income tax went up <br />to $3,710,000 last year, as a net figure. This is up $175,000 over 1987, which <br />was a mere $20,000 higher than 1986, so the city is beginning to climb again. <br />5) Franchise fees from cable television have gone up about $5,000. Pretty much <br />everying else has just drifted up slightly. Projected income is a little. bit <br />higher than projected. <br />Mrs. Bahas, Chairman Long Range Planning Committee reported: 1) Public Hearing was <br />held on January 10th to explain and discuss the Community Block Grant Fund pro- <br />posals. All suggestions for use of this money should be turned in no later than <br />4:30 P.M., Monday, January 16th. Council will receive a packet of the suggestions, <br />with some evaluation, in order to be prepared to discuss them at the meeting <br />scheduled for January 19th, at 8 o'clock, and render a decision. <br />Mr. Bohlmann, Chairman Intra-Governmental Relations and Legislation Committee as <br />well as Recreation, Public Parks and Buildings Committee reported: 1) Received a <br />letter this evening from Mayor Petrigac asking for the re-appointment of Richard <br />Burk to the Board of Building Code of Appeals. Mr. Bohlmann moved that council <br />re-appoint Richard Burk to the term co~nencing January I, 1989, and ending December <br />31, 1993, Board of Building Code of Appeals, second by Mr. Wilamosky, unanimously <br />approved. <br />Mr. O'Grady again asked the news media to clarify any misunderstandings with re- <br />spect to the 1.7 millage to be voted at the February 7th election, by reporting <br />in their respective papers that the cost of this millage, to the average resident <br />owning an $80,000 house, would be $41..65 PER YEAR. <br /> <br />
