Council Minutes of 1/17/89 -3- <br />Mr. Wilamosky, Chairman Finance Committee reported: 1) Finance Committee met <br />on January 9th with all members in attendance as well as Mayor, Finance Director, <br />Safety Director, Service Director and Councilman O'Grady. Meeting opened with <br />discussion on Ordinance No. 88-141 which provides hospitalization benefits for <br />non-bargining unit employees. The intent of the legislation is to provide such <br />employees with dental and optical care. It is the recommendation of the majority <br />of the committee that dental coverage be considered as an additional benefit. <br />Majority of the committee also recommends that the legislation provide for a <br />"cap" of $332 for family coverage and a "cap" of $125 for single coverage. A <br />majority of the committee also recommends that a list of non-bargaining positions <br />be made a part of the legislation so it is perfectly clear what positions are en- <br />titled to these benefits. <br />2) At Service Director Noble's request, Finance Committee adjourned into <br />executive session to discuss an aspect of benefits regarding the police negoti- <br />ations; executive session lasted approximately twenty minutes. <br />3) Reconvening the regular Finance Committee Meeting, committee undertook dis- <br />cussion of salaries for elected officials for terms commencing January 1, 1990. <br />This covered the offices of Mayor, Law Director, Finance Director, Council Presi- <br />dent and Ward Council Members. Mayor Petrigac stated that she did not believe <br />the wages to be high enough. Again, the majority of the Finance Committee felt <br />satisfied with the rates established within the legislation. The meeting closed <br />without finding a common ground. for establishing these rates and it was deter- <br />mined that they would be brought before the entire council for a decision. <br />4) Since the committee has recommended a number of changes to Ordinance No. 88-141, <br />Mr. Wilamosky moved that it be removed from tonight's agenda, to be considered at <br />a date certain, February 6, 1989,. second by Mr. O'Grady, unanimously approved. <br />Audience participation: <br />Henry Reichel, 5654 Columbia Road, .reported on the theft of a $1,500, brown sofa <br />from the rear of the Furniture Land Store on Friday, December 23rd, between 3 and <br />5 P.M. Would urge anyone who has any information with respect to this crime, to <br />contact the manager of the Furniture Land Store. <br />Jean Beck, 5409 Dorothy Drive, read a letter of appreciation, signed by sixteen <br />residents of Dorothy and Decker Drives., with respect to the successful conclusion <br />of the Halleen Chevrolet Court Case, No. 115719. Singled out the Mayor, Law <br />Director, Assistant Law Director and Councilmen Tallon and Wilamosky in particu- <br />lar for being exceptionally helpful. Would like a copy of the settlement agree- <br />ment or journal entry to be made a part of these council minutes for future ref- <br />erence. Law Director Gareau stated he would deliver a copy of this to the Clerk <br />of Council for inclusion in the council minutes. <br />Norbert Fox, 3871 Columbia Road, discussed the construction of new Columbia Road <br />and where it will join old Columbia Road; if the bends in .the road are not <br />eliminated, it might as well be Left the way it is now. It is the curves in the <br />road that must be taken care of. Mayor Petrigac explained the Columbia Road <br />Project as presented up to this time; the meeting on January 24th, with ODOT, <br />Westlake and North Olmsted representatives may lead to a better solution. <br />Mr. Fox also expressed his reservations with respect to the tax abatement currently <br />being discussed; Mr. Wilamosky assured him that if the City of North Olmsted does <br />enter into a program of tax abatement it will be a very selective program,. with <br />terms that will benefit the city on a long term basis as well as for a short term. <br /> <br />i <br />
