<br />Council Minutes of 12/18/90 <br />b. Second item on the agenda was Bretton Ridge Veterinary <br />Hospital, 29293 Lorain Road, a proposal to construct an addition to the <br />rear of the building. Dr. Bokanyi, the owner, and Mr. Eberling, the <br />contractor, presented the plans. This was approved by ARB on November <br />21 and by Plarn,;ng Commission on November 27. .The revised plans include <br />a canvas awning instead of the roof over the entrance. The BZD <br />Committee requested a suitable landscape plan be presented and approved <br />by the Forester and BZD. Moved to approve with tree suggestions of ARB, <br />Planning Commission, acid the BZD Committee and approval of engineering <br />plans; second by Mr. Tallon; passed unanimously. <br />c. Discussed legislation for the dedication of a portion of <br />Cambridge Crossings Estates subdivision, Phase I. This includes Bretton <br />Ridge Drive and Ursula Court. <br />d. Requested legislation vacating and accepting a new subdivision, <br />Sloggett and Reike Resubdivision, vacation of existing storm easement <br />and granting of anew easement. <br />Mr. Tallon, Chairman of the Finance Committee reported: 1) The Finance <br />Committee met on l~nday, December 17 at 8 p.m. Besides the Committee, <br />Councilman Nashar, Councilman Leonard, and Council President Boehmer <br />were in attendance. The temporary budget, Ordinance 90-168, was <br />discussed; two line items were added to the General Administration <br />portion: (1) employee examinations to allow the city to have a person <br />tested by a physician in workman's comp. cases, (2) claims processing to <br />hire a claims investigator in unetmpioyment and workman's comp. cases. <br />The Commmittee concurred with the remainder of the budget and recozm~ends <br />passage. Suspension of the rules will be asked in order to have the <br />budget in place by January 1. <br />2) Discussed Ordinance 90-167--end of the year transfers; these are <br />necessary to balance the funds at year's end. Two items under Sewer <br />Funds were omitted: Other Legal and System Rehabilitations. An <br />auditor's adjustment was made to change this to Systems III. The <br />Committee concurred with the ordinance and recommends passage. <br />3) Discussed Ordinance 90-169, which establishes vacation policy for <br />nonbargaining unit administrative and legislative employees. The <br />Committee concurred with the ordinance and recommends passage. <br />Audience Participation <br />Brittany Davis, 5107 Berkshire Drive, asked Council about future plans <br />for recycling in North Olmsted. <br />Mr. McKay responded that, although we do not have city-wide recycling at <br />present, we do have drop-off centers at the fire stations. The City <br />does not have a full-scale recycling program at this time because it is <br />too expensive. Currently, BFI disposes of our solid waste; they bill us <br />on a per-family basis, which is much cheaper than the cost of other <br />Westshore cities that dispose of waste by tonnage. Our new three-year <br />contract with BFI includes provisions for recycling. BFI is currently <br />3 <br />
