Council Minutes of 12/18/90 <br />approximately $400,000. Recycling in North Olmsted will probably begin <br />in 1992. However, our efforts will amount to taking the recyclable <br />materials and getting them to a manufacturer who can convert them into a <br />product. Goverr~nt efforts, at all levels, will do no more than try to <br />convert some of the lost natural resources. The saving of the planet <br />will come from individual consumers who must learn to forgo throw-away <br />goods. Consumers-must de9naaxi the market for recycled goods. In an <br />effort to help create a market for recycled goods, we passed an <br />ordinance that allows the City to purchase goods manufactured from <br />recycled materials. Other governments are taking similar action. After <br />investigating the various methods of recycling, we feel the most <br />efficient arr3 effective is being installed by BFI in Russia Township. <br />This facility will be available for use in 1992. North Olmsted is <br />committed to recycling; if we don't do it through the income tax, we <br />will probably consider a user fee. The most practical and the most <br />prudent course is the one we are now following; it will provide for <br />recycling and still allow us to address other needs within the City. <br />Mr. McKay extended an invitatc~ to Brittany to attend the next meeting <br />of the Westshore Cities Solid Waste Committee on January 23, 7:30 p.m., <br />at the Rocky River City Hall. <br />Mrs. Babas said that as consumers we are responsible for what we bring <br />into our homes. An ordinance amending Section 1125.03 of the Codified <br />Ordinances of the City of North 0].msted, entitled "Members; Chairman," <br />so as to eliminate the term limitation of the Chairman of the <br />Architectural Review Board. Mr. Tallon moved to adopt; second by Mrs. <br />Babas; passed unanimously. Ordinance 90-142 adopted. <br />Ordinance No. 90-157 introduced by Mr. O'Grady was given its third <br />reading. An ordinance establishing the organization of the Police <br />Division of the Department of Public Safety, and declaring an emergency. <br />Mr. O'Grady moved for adoption; second by Mrs. Saringer; passed <br />unanimously. Ordinance 90-157 adopted. <br />Ordinance No. 90-160 introduced by Mayor Boyle was given its third <br />reading. An ordinance amending Section 161.10 of the Codified <br />Ordinances of the City of North Olmsted entitled "Affirmative Action <br />Program" and declaring an emergency. Mrs. Babas moved for adoption; <br />second by Mr. Nashar; passed unanimously. Ordinance 90-160 adopted. <br />Ordinance No. 90-161 introduced by Mayor Boyle was given its third <br />reading. An ordinance establishing vacation policy for nanbargaining <br />unit administrative and legislative employees and declaring an <br />emergency, as amended. Mr. Tallon moved for adoption; second by Mrs. <br />Saringer; passed unani..mously.
