Council Minutes of 10/2/90 <br />LEGISLATI~T (CONTINUED) <br />Resolution No. 90-13 was introduced and placed an first reading by Mr. <br />Tallon. A resolution authorizing the Director of Public Service to <br />advertise for bids for spot pavement recycler with operator for spot <br />repairs aril crack fill material applied as per specifications, and <br />authorizing the Mayor to contract for same, and declaring an emergency. <br />Resolution No. 90-136 was introduced and placed on first reading by Mr. <br />Tallon. A resolution authorizing the Director of Public Service to <br />advertise for bids for the remodeling acid renovation of the North <br />Olmsted Municipal Bus Line building, based upon the plans, <br />specifications arxi cost estimates prepared by Mangello and Associates, <br />Inc., and declaring an emergency. Mr. Tallon moved for suspension of <br />the rules; secorxi by Mr. O'Grady; motion passed with six ayes anti one <br />nay. Mr. Tallon moved for adoption; second by Mr. O'Grady; passed <br />unanimously. Resolution No. 90-136 adopted. <br />Resolution No. 90-137 was introduced and placed on first reading by <br />Mr. McKay. A resolution authorizing the Director of Public Service to <br />advertise for bids for the collection of all refuse in the City of North <br />Olmsted, and authorizing the Mayor to contract for same, and declaring <br />an emergency. <br />Ordinance No. 90-138 was introduced and placed on first reading by Mayor <br />Boyle. An ordinance providing for a procedure to implement a joint <br />purchasing program in cooperation with the Westshore Council of <br />Governments, aril declaring an emergency. <br />Resolution No. 90-139 was introduced and placed an first reading by Mrs. <br />Saringer. A resolution authorizing the Mayor to submit applications for <br />financial assistance for certain municipal improvements, and declaring <br />an emergency. Mrs. Saringer moved for suspension of the rules; second <br />by Mr. McKay; passed unanimously. Mrs. Saringer moved for adoption; <br />second by Mr. McKay; passed unanimously. Resolution No. 90-139 adopted. <br />Mrs. Saringer moved to reconsider Ordinance No. 90-107 and have it <br />placed on second reading and have the Clerk advertise for a Public <br />Hearing to be held on November 7; second by Mr. Tallon; passed <br />unanimously. <br />Mr. Tallon moved to reconsider Ordinance No. 90-76; second by Mr. McKay; <br />passed unanimously. Mr. Tallon moved to adopt Ordinance No. 90-76; <br />second by Mr. McKay; passed unanimously. Ordinance No. 90-76 adopted. <br />Mr. O'Grady asked that the audience be made aware of the reason for <br />reconsidering Ordinance 90-76. It had previously been passed without <br />going to Planning Commission; however, Planning Commission has recently <br />approved it. <br />Miscellaneous Business <br />Mrs. Saringer noted that the Planning Commission has asked for 90 days <br />to review the new Zoning Code; therefore, that ordinance should be held <br />for third reading. Also, Ordinance 90-107 should be held. <br />6 <br />
