.~ <br />MINUTES OF TIC MEETING OF TEIE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />SEPTEMBER 18, 1990 <br />Present: Council President Boehmer, Council Members Leonard, <br />McKay, Nashar, O'Grady, Saringer, Tallon. <br />Also Present: Law Director Michael Gareau, Clerk of Council Florence <br />Campbell. <br />Absent: Council Member Babas. <br />President Boehmer called the meeting to order at 8 p.m. in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in reciting the <br />Pledge of Allegiance to the Flag. <br />President Boehmer happily welcomed Clerk of Council, Florence Campbell, <br />back to Council. He announced that Mayor Boyle and Council Member Babas <br />would not be in attendance tonight because they were attending a meeting <br />in Columbus. <br />President Boehmer announced the addition of Ordinance No. ~-131 to the <br />agenda. The following ordinances will be passed on suspension of the <br />rules: 90-129, 90-130, 90-131. <br />Mr. Bohlmann reported for Mayor Boyle: 1) Mr. Conway and our <br />Administrative Assistant Nancy Wlodarski are working on an appeal of the <br />Census results. According to Building Department records, 748 <br />additional housing units were constructed during the ten-year period; <br />therefore, our current average population should be 35,000 rather than <br />the 34,000 counted by the Census Bureau. <br />2) A review of city assets and an evaluation of liability proposals has <br />been done. Valuations have increased on the average of four percent; <br />other than this adjustment, all coverage is equal to the 1989 liability <br />policy. This procedure has resulted in a savings to the City of North <br />Olmsted of $53,286. We urge an official appraisal be funded in 1991; <br />this will not only impact our insurance costs but also our recovery in <br />the event of disaster. <br />3) The Mayor would like to thank all the surrounding communities that <br />participated in mutual assistance Sunday in fighting the Senior High <br />School fire. The North Olmsted Fire Department is to be com€nended; they <br />took control of the site, directed activities, and conducted themselves <br />very professionally. <br />Law Director Gareau reported: 1) In the case of firefighter Capt. ~nith <br />vs. the City: the Court of Appeals ruled that the six year statute of <br />limitations is applicable; also, Capt. Smith should receive credit for <br />time actually served in the National Guard. Consequently, he will <br />receive one additional week of vacation. <br /> <br />
