Council Minutes of 6/19/90 -3- <br />b. Stemmer Auto Body, 29930 Lorain Road; proposal to construct <br />one bay addition to existing garage. ARB recommends the existing brick be cleaned; <br />additional landscaping be added; existing signage be moved and the fascia should <br />return ten feet on the west wall and two feet on the east wall. Building <br />Commissioner advised the parking along the side of the building should be in- <br />stalled at a 45 degree angle so no variance would be needed. Proposal was <br />approved by Planning Commission on June 12th. Mrs. Saringer moved council <br />approve the Stemmer Auto Body proposal as stated above, incorporating all <br />suggestions by ARB and Building Commissioner, second by Mr. O'Grady, unani- <br />mously approved. <br />2) BZD Committee also discussed Ordinance No. 90-76 which is a basic change <br />in the size of sheds. The Zoning Board of Review has discussed this ordinance <br />and the maximum size will now be 200 square feet with an allowable height of <br />12 feet . <br />3) Committee also discussed Ordinance No. 90-66 regarding "Visual Obstructions <br />of Right-of-Way"; Safety Committee will also discuss this legislation. <br />4) In caucus this evening,. read a letter from the United Church of Christ on <br />Clague Road, requesting that the lot consolidation stipulation associated with <br />their parking expansion be removed. Prior to October of '89, Planning Commission <br />recommended the parking be expanded with a stipulation that three parcels be <br />combined. Building Commission and Law Director agree that there is nothing in <br />the code that restricts parking across the property lines - it is merely a change <br />in restrictions. Planning Commission has no objection and approved this <br />proposal on June 12th. Mrs. Beringer moved council approve the above United <br />Church of Christ request, second by Mr. McKay, unanimously approved. <br />Mr. McKay, Chairman Environmental Control Committee reported: 1) Environmental <br />Control Committee met on Monday, June 11th, to discuss the recycling or lack of <br />recycling in North Olmsted. Discussed drop-off centers, curbside pick-ups, <br />costs and methods of operation. The least costly method would run between <br />thirty and forty thousand dollars. Committee will meet with BFI to discuss <br />their proposed building of a new center in Russia Township. Has requested the <br />Service Director to schedule a meeting with BFI to discuss the entire issue <br />of waste disposal and recycling. <br />Mr. Tallon, Chairman Finance Committee reported: 1) Finance Committee met <br />on Wednesday, June 13th; discussed Ordinance Nos. 90-77, 90-78, 90-79, all <br />pertaining to the tax. issue. Committee had no objections to Ordinance Nos. <br />90-77 and 90-78, however, discussion ensued with respect to the language in <br />the first paragraph of Ordinance No. 90-79 which stipulates 17% of the funds <br />collected to be allocated to permanent improvements in solid waste management <br />and disposal services and facilities. Committee recommended that the word <br />"recycle" should be included. Squire, Sanders and Dempsey were contacted <br />by the administration to see if it could be included without damaging the <br />entire instrument or delaying it. This has been done and committee recommends <br />adoption of this ordinance. <br />2) Committee also discussed Ordinance No. 90-80, which is the organizational <br />chart for the Police Department and has no objection. <br />3) Committee discussed the fact that the city will not have a July 4th fire- <br />works display this year due to new federal regulations which define the size. <br />of the fireworks landing areas as well as the location of the nearest parking <br />areas. <br />C <br />
