Council Minutes o~ 6/1,9/90 <br />-4- <br />Mrs. Bahas, Chairman Intra-Governmental Relations and Legislative as well <br />as Long Range Planning Committees reported: 1) Long Range Planning Committee <br />met on June 18th at 7:30 P.M., to discuss Ordinance No. 90-54 dealing with <br />a new Section 713.19 of the Codified Ordinances entitled "Occupancy Restrictions". <br />After discussing and receiving much input from the people in attendance, committee <br />has unanimously agreed to ask council to "table" this legislation. <br />Mr. O'Grady, Chairman Public Safety, Health and Welfare Committee reported: <br />1) Safety Committee met on Monday, June 18th. The first item reviewed was <br />Resolution No. 90-74, an objection to the renewal of a liquor permit for <br />Kriaris, Incorporated, also known as Star Lounge. Committee reviewed police <br />reports from 1988 through May of 1990 and found there were twenty complaints <br />in 1988,. ninety-one complaints in 1989 and through May of 1990 the complaints <br />have already exceeded those at the 1988 level. Committee unanimously approves <br />passage of this ordinance. <br />2) Committee then reviewed Ordinance No. 90-80 which establishes the organi- <br />zation of the Police Division of the Department of Public Safety. Committee <br />voted two to one for passage of this ordinance with Mr. Leonard voting against <br />passage because he doubts the need for more patrolmen. At a future date, the <br />Safety Director is going to ask Chief Sefcek to speak on the need for additional <br />patrolmen; this will have no bearing at this time on Ordinance No. 90-80. <br />3) Committee also discussed Ordinance No. 90-66 which covers visual obstruction <br />of the right-of-way and recommends passage. <br />3) Mr. O'Grady moved council have no objection to the issuance of an F2 liquor <br />permit for the March of Dimes Birth Defects Foundation for a function to be <br />held on Friday and Saturday, June 29th and 30th, at 4954 Great Northern Mall, <br />North Olmsted, Ohio, second by Mrs. Saringer, unanimously approved. <br />4) Mr. O'Grady moved council have no objection to the issuance of an F2 liquor <br />permit for the Holy Family Cancer Home for a function to be held on Friday and <br />Saturday, June 22nd and 23rd, at 4954 Great Northern Mall, second by Mrs. <br />Saringer, unanimously approved. <br />5) Mr. O'Grady moved council object to the issuance of a D2 liquor permit for <br />Gary Von Agency, Inca, dba Frauleins, since there has been no approval by the <br />Building Department or Department of Health and Sanitation, second by Mr. <br />Nashar, unanimously approved. <br />Mr. Leonard, Chairman Transportation Committee reported: 1) Transportation <br />Committee met on Monday, June 11th with all members in attendance. Committee <br />discussed the upgrading of two existing traffic singals at the interchange of <br />IR 480 and SR 252 and recommends such upgrading. <br />Letters and Communications: <br />Mr. Ta11on announced receipt of a notice from the Department of Liquor Control, <br />dated June 15th, with respect to permit renewal objections. Also, noted his <br />appreciation for the many expressions of sympathy extended to the family of <br />Margaret Tallon. <br />Audience participation: <br />Victor Jacko, 24633 Randall Drive,. complained of the many problems being caused <br />by a large cottonwood tree on his neighbor's property. Would like to have the <br />tree declared a nuisance so it can be removed legally. Law Director advised <br />that Mr. Jacko could go to court and have this declared a private nuisance and <br />then presumbaly could have a court order to have it taken down; this would mean <br />Mr. Jacko. would have to bring a law suit against the neighbor. The city cannot <br />get involved in a private dispute. <br /> <br />
