<br />MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />MAY 1, 1990 <br />Present: President James Boehmer, Council Members Bahas, Leonard, <br />McKay, Nashar, Saringer. <br />Also present: Mayor Edward Boyle, Law Director Michael Gareau, Finance <br />Director Burns, Clerk of Council Florence Campbell. <br />Absent: Councilmen Tallon and O'Grady. <br />Meeting was called to order by President Boehmer at 8:00 P.M. in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Members of Council in the Fledge <br />of Allegiance to the Flag. <br />Minutes of the Council Meeting of April 17, 1990, were approved. <br />President Boehmer announced: 1) Four pieces of legislation are being added <br />to this evening's agenda: Ordinance No. 90-55 which is a transfer of appropri- <br />ations; Ordinance No. 90-56 which makes appropriations; Ordinance No. 90-57 <br />which covers a $340,000 note ordinance for the improvement of Great Northern <br />Boulevard, Country Club Boulevard, Victoria Lane and Kennedy Ridge Road; as <br />well as Ordinance No. 90-58 which allows the city to enter into an agreement <br />with Western Reserve Engineering and Survey Company for the preparation of <br />plans and specifications for repair of various city streets. <br />2) Suspension of rule requiring three readings will be asked on Ordinance Nos. <br />90-53, 90-55 and 90-56. <br />Mayor Boyle reported: 1) Ordinance No. 90-58 will retain the services of <br />Western Reserve Engineering and Surveying Company of Farina, Ohio, to design <br />the reconstruction of both roads, Country Club Boulevard and Great Northern <br />Boulevard, as well as Victoria Lane and Kennedy Ridge Road, from Butternut <br />Ridge Road to Victoria Lane. Plans to install new drainage and possibly new <br />sanitaries; they will be surveyed. Anew base of nine inches of concrete is <br />planned for the residential area. Western Reserve will also examine the re- <br />routing of Country Club from its termini at Lorain to the intersection of <br />Sparky Lane. The intersection of Country Club Boulevard at Victoria Lane will <br />be realigned; it does not properly come together and the realignment. should <br />improve street drainage in the commercial area. Expansion joints will be im- <br />proved or replaced. Concrete will be patched where acceptable and Great <br />Northern Boulevard widened between Brookpark Road and Lorain Road. Engineering <br />and design will take approximately four months at a cost of slightly more than <br />$300,000. Construction funding for Great Northern Boulevard will be done under <br />special assessment. City will apply for Issue Two money to fund the construction <br />of Country Club Boulevard. Deadline for application for Issue Two money is in <br />September so special council meetings may be called for passage of the necessary <br />legislation. <br />~~,~~~. <br />
