e <br />.~ <br />MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />APRIL 3, 1990 <br />Present: President James Boehmer, Councilmembers Bahas, Leonard, <br />Nashar, O'Grady (present at 8:20 P.M.), Saringer. <br />Also present: Mayor Edward Boyle, Law Director Michael Gareau, Finance <br />Director James Burns, Clerk of Council Florence Campbell. <br />Absent: Councilmen McKay and Tallon. <br />Meeting was called to order by President Boehmer at 8:00 P.M., in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Members of Council in the Pledge <br />of Allegiance to the Flag. <br />Minutes of the regular Council Meeting of March 20, 1990, were approved. <br />Minutes of the special Council Meeting of March 28, 1990, were approved. <br />President Boehmer announced that Ordinance Nos. 90-44, 90-45 and 9'0-46 had <br />been added to the agenda; suspension of the rule requiring three readings <br />will be requested on Ordinance Nos. 90-38, 90-41 and 90-45. <br />Mayor Boyle reported: 1) Due to the large audience in attendance this evening, <br />will forward a written report to council, however, would like to just comment <br />on a few important matters. <br />2) The City of North Olmsted has imposed a sanitary sewer tap-in ban on <br />Olmsted Township. A recent request for a tap-in on McKenzie Road lead to <br />the administration's researching of the contract and details of the sewers. <br />Tap-ins granted to developers from sometime last year, as well as present <br />requests from the Township, have exceeded the capacity designated for the <br />Township. Through the recently uncovered documentation, the City of North <br />Olmsted had granted tap-ins although the contract called for the county to <br />review them first, submit them to the City of North Olmsted and then the <br />city would take action. Since the city took action first, the county was pre- <br />'. empted from doing anything. This resulted in the Township taking the capacity <br />away from future development of North Olmsted so the Mayor has posted a tap-in <br />ban. The administration is working with the county which is the governing <br />authority for a township; has notified the Township trustees with respect to <br />some type of settlement in the future; is presently contacting the state and <br />federal government, looking for funding, and is talking with the engineers <br />on some way to correct this problem. The Township will not be granted any <br />tap-ins except in a dire emergency where perhaps the septics fail and cause <br />a health hazard. Tap-ins will not be granted to developers; has been approached <br />for the development of approximately 600 single family homes; this request has <br />been turned down and the builders notified as to the present situation. <br />3) The Police Department will be receiving its police cars this week. Will be <br />replacing one-third of the fleet on a continuing basis which will maintain the <br />quality of the fleet and reduce the cost of maintenance. By doing it early in <br />the year, will benefit from the state bid prices, thereby lowering the total <br />expense and get cars on line faster. Four cars are currently in Columbus and <br />will be picked up this week; the detective car will be available right after <br />Christmas; estimated savings on this purchase is approximately $5,000. <br />:=mss .. _ . ,.,._ _ ~ okµ~K;,.~..,.*~:x ~ ~~=~~7~, . , .~.._. _. _ _ ,. ,. , <br />
