Council Minutes of 4/3/90 _2_ <br />4) Five police officers will be elevated in rank and sworn in on Monday, April <br />9th: Dennis Sefcek - Chief, Lee Scott - Captain, George Ruple -Lieutenant, and <br />Jamie Gallagher and Larry Klute - Sergeants. <br />5) At a recent council meeting, reported on the paramedic vehicle the city was <br />attempting to purchase; the company had filed a Chapter 11 and the original seller <br />had .taken over. Chief VanKuren has advised that delivery of the vehicle is ex- <br />pected this month and will be on line soon. <br />6) Has previously proposed that North Olmsted go to civilian dispatchers in the <br />Fire Department to reduce costs. Fias discussed with Mayor Clough the idea of <br />regional civilian dispatchers. Westlake is building a new fire station and is <br />about to go out on bids for electrical equipment. Believes North Olmsted will <br />assist them in getting equipment that can be used to dispatch in North Olmsted <br />as well as Westlake and then Bay Village. and other neighboring communities. <br />This would reduce response time, esgecia,7.l~t in..wutual:_aid-situaticiras, as well as <br />reducing costs. A single dispatcher, dispatching to several cities will reduce <br />response time, reduce cost and generally improve safety in all communities in- <br />volved. Will still proceed to examine civilian dispatchers for North Olmsted's <br />Fire Department; hire and train them. If this single dispatcher idea. does de- <br />velop, then these trained dispatchers would be moved to the new unit. <br />7) City is almost ready to place a substance called "Situform" into the Deerfield <br />area sewer system. This is an impregnated material which is placed in the sewers; <br />when wetted down it hardens; a mechanism then travels through the sewer, cutting <br />out the hole to allow homes to drain into the sewer. This material strenghthens <br />the lining and greatly reduces infiltration. This procedure will be done in this <br />area to bring it up to the SSES standards the city is committed to. North Olmsted <br />is also looking at turning this into an annual program where all the sewers in the <br />city will be tv'd over a ten to fifteen year period and Situform will be used <br />where needed to strengthen all the sewers in the city and alleviate flooding for <br />decades to come. <br />Law Director Gareau reported: 1) A meeting had been scheduled early last week <br />with a factfinder regarding Police Depar meet dispatchers labor contract. Prior <br />to this meeting, a mini-marathon session was held with the dispatchers and a <br />resolution of the various problems that could not be reached in a collective <br />bargaining agreement was finally arrived at. <br />2) An arbitration hearing dealing with afire fighter's grievance was heard the <br />following day; that has been submitted. <br />3) With respect to the Eliza Jennings Case, their attornies have filed a motion <br />for reconsideration and the Law Department has filed a reply to the brief they <br />filed . <br />4) Is currently working on a reply brief in the private detective case which is <br />in the Eighth Appellate District. <br />5) Prior to going to arbitration on a personal injury case, Cooper versus the <br />City of North Olmsted, the case was settled. <br />Finance Director Burns reported: 1) Finance Director Burns, Safety Airector <br />Gundy and Public Works Commissioner Wolff atended a meeting in Lakewood with <br />regard to the possibility of WEB establishing a joint correctional facility <br />in the West 117th/Berea area. Lakewood plans to go forward with this project <br />even if the adjoining communities do not join them. This would be a 42 bed <br />facility if done by Lakewood alone or a 140/160 bed facility if it becomes a <br />joint project. with adjoining communities.. Cost runs in the neighborhood of <br />$63,000 per bed to build or approximatley $7,000,000 ugwards to $9,000,000, <br />depending on the layout and the format of the facility itself. The operating <br />cost per day is $125, including debt service, per inmate, to maintain and <br />operate. Currently, the only money available would come from the Federal <br />Marshall's off ice which would require a certain number of beds to be set aside <br />for their purposes. At most, $1,000,000 would be the total sum available from <br />this source.
