Council Minutes of 4/3/90 <br />-4- <br />Audience participation (cont'd): <br />David Force, Clubside Drive, questioned the appropriation of $105,.000 for road <br />repairs for an entire year. Mayor Boyle advised this amount is for miscellaneous <br />road repairs; there is a certain amount set aside for spec if is projects; it is <br />also $70,000 more than last year's appropriation for miscellaneous road repairs. <br />Richard Slusser, 25475 Country Club Boulevard, stated that when repairs are made, <br />the crews fill some holes and don't even bother with other holes; feels the <br />patching should be done more thoroughly and the road smoothed out a little bit <br />for the convenience of -.the residents. Councilman Nashar advised that patching <br />does not really last long since the snow plows knock the patches right out. <br />The administration is currently looking at a better material for patching which <br />it feels will adhere better and not disintegrate so quickly. <br />Dwight Arndt, Country Club Boulevard, commented that the city has grown commercially <br />and due to the sprawl of Great Northern Mall and Shopping Center the streets are <br />heavily used by North Olmsted residents as well as people coming from other communi= <br />ties. As far as patching goes, feels a certain goint is reached where the amount of <br />money. spent on patching could go a long way toward redoing the streets, which is <br />what is really needed. Encourages the administration to beg, borrow or steal or <br />do whatever needed to fix the streets properly. <br />Roy Garland, 4576 Camellia, mentioned Porter Road, recently resurfaced, which needs <br />immediate attention also. A number of manholes have started to sink very badly, <br />as much as three or four inches, and are causing quite a bump. <br />LEGISLATION: <br />Ordinance No. 90-22 introduced by Mr. O'Grady was given its third reading. An <br />ordinance amending the Traffic Control File of the City of North Olmsted to in- <br />stall a stop sign at the intersection of Pebblebrook and Walnut Lanes, and <br />declaring an emergency. Mr. O'Grady moved for adoption, second by Mr. Nashar, <br />unanimously approved. Ordinance No. 90-22 adopted. <br />Ordinance No. 90-23 introduced by Mr. McKay was given its third reading. An <br />ordinance amending the Traffic Control File of the City of North Olmsted by <br />providing for the installation of a "No Right Turn On Red" sign at Cedar Point <br />Road and Columbia Road to read, "No Right Turn On Red From 6:30 A.M. To 8:00 A.M., <br />And From 4:30 P.M. to 6:30 P.M. - Weekdays Only", and declaring an emergency. <br />Mr. Nashar moved for adoption, second by Mr. O'Grady, unanimously approved. <br />Ordinance No. 90-23 adapted. <br />Ordinance No. 90-24 introduced by Mr. McKay was given its third reading. An <br />ordinance amending the Traffic Control File of the City of North Olmsted by pro- <br />viding for the installation of three-way stop signs at the intersection of Columbia <br />and Butternut Ridge Roads, thereby controlling traffic travelling in a southerly <br />direction on Columbia Road, controlling traff is travelling in a northerly direction <br />on Columbia Road, and controlling traffic travelling in an easterly. direction on <br />Butternut Ridge Road, and declaring an emergency. Mr. Nashar moved for adoption, <br />second by Mrs. Bahas, unanimously approved. Ordinance No. 90-24 adopted. <br />Ordinance No. 90-35 introduced by the Mayor and the entire Council was given its <br />third reading. An ordinance authorizing the Mayor to enter into a new sewer <br />agreement between the City of North Olmsted and the City of Fairview Park, and <br />declaring an emergency. Mr. O'Grady moved for adoption, second by Mrs. Saringer, <br />unanimously approved. Ordinance No. 90-35 adopted. <br />
