Council Minutes of 4/3/90 -5- LEGISLATION (cont'd): Ordinance No. 90-25 introduced by Mr. McKay was given its second reading. An ordinance amending the Traffic Control File of the City of North Olmsted by pro- viding for the prohibition of truck traffic on a portion of Country Club Boule- vard, and declaring an emergency. Ordinance No. 90-34 introduced by Mr. Tallon was given its second reading. An ordinance to transfer funds from the Industrial Park Road Fund to the Capital Improvements Fund and from the Capital Improvements Fund to the General Fund, and declaring an emergency. Ordinance No. 90-36 introduced by Mr. Ta11on was given its second reading. An ordinance providing for the issuance and sale of $1,300,000 notes, in anticipation of the issuance of bonds, to pay costs of renovating, remodeling, rehabilitating, furnishing, equipping and otherwise improving the Municipal Recreation Center and improving and equipping its site. Ordinance No. 90-37 introduced by Mr. Tallon was given its second reading. An ordinance providing for the issuance and sale of $500,000 notes, in anticipation of the issuance of bonds, to pay costs of acquiring motor vehicles and equipment for use in carrying out functions of the Department of Public Service. Ordinance No. 90-38 introduced by Mrs. Bahas was given its first reading. An ordinance. establishing rates of compensation for various administrative and legislative personnel, and declaring. an emergency. Mrs. Bahas moved for sus- pension of rule requiring three readings as well as referral to committee, second by Mr. O'Grady, unanimously approved. Mrs. Bahas moved for adoption, second by Mr. O'Grady, unanimously approved. Ordinance No. 90-38 adopted. Ordinance No. 90-39 introduced by Mrs. Bahas was given its first reading. An ordinance establishing the organization and composition of the non-uniform, part-time personnel of the Police Department, and declaring an emergency. Referred to Finance Committee. Resolution No. 90-40 introduced by Mrs. Bahas was given its first reading. A resolution authorizing the Director of Public Service to advertise for bids for the renovation of the Recreation Complex for the North Olmsted Parks and Recreation Department, and authorizing the Mayor to contract for same, and de- claring an emergency. Referred to Finance Committee. Ordinance No. 90-41 introduced by Mr. Nashar was given its first reading. An ordinance creating a new Chapter 759 of the Business Regulation Code of the Codified Ordinances of the City of North Olmsted entitled, "Sale of Irradiated Foods", and declaring an emergency. Mr. Nashar moved for suspension of rule requiring three readings as well as .referral to committee, second by Mrs. Saringer. After discussion by Councilman O'Grady, who questioned the necessity for passage of this legislation tonight, Mr. Nashar's motion and Mrs. Saringer's second were withdrawn. Legislation was placed into Environmental Control Committee with the Mayor's suggestion that a resolution addressing the State of Ohio might have more of an impact; Law Director Gareau agreed that this sounded like a better idea. Mayor. Boyle also suggested that in Mr. McKay's absence tonight, that the ordinance should include his name as well as Mr. Nashar's as sponsor. ~~~~;~~
