.~ :, <br />MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />MARCH 20, 1990 <br />Present: President Pro Tem Patricia Bahas, Councilmen Leonard, McKay, <br />Nashar, O'Grady, Saringer, Tallon. <br />Also present: Mayor Edward Boyle, Law Director Michael Gareau, Finance <br />Director James Burns, Clerk of Council Florence Campbell. <br />Absent: President Boehmer. <br />Meeting was called to order by President Pro Tem Bahas at 8:00 P.M., in Council <br />Chambers, 5200 Dover Center Road, North Olmsted. <br />Members of the audience were invited to join Members of Council in the Pledge <br />of Allegiance to the Flag. <br />Minutes of the Council Meeting of March 6, 1990, were approved. <br />Mayor Boyle reported: 1) Requested Mrs. Joan Bryan to come to the front of <br />the chambers to receive a proclamation honoring her for being selected as a <br />recipient of the "Great American Teacher's Award". Mrs. Bryan is a teacher <br />at St. Mark's School on Montrose Avenue. <br />2) Environmental Protection Agency has extended the tap-in ban for another <br />sixty days; this is the second extension they have given the city. Feels the <br />extensions are a way of telling the administration that it is living up to <br />the schedules and EPA is satisfied with the progress being made. Part of all <br />this is the Fairview Park contract, which has been agreed to, and is being pre- <br />sented to council for consideration this evening and is covered under Ordin- <br />ance No. 90-35. <br />3) Weather permitting, will be placing. guard rails at the hazardous northern <br />end of Columbia Road. By May, will have inserted speed stripes, more signage <br />and fluorescent striping, which is all the, city can do right now. The admin- <br />istration is not going to wait for Westlake to finalize their plans; feels <br />the safety conditions there need to be addressed immediately. <br />4) Has scheduled a Special Council Meeting for Wednesday, March 28th, at 7:30 P.M. <br />The agenda will consist of the appropriation ordinance, No. 90-18, the Fairview <br />Sewer Service Agreement, No. 90-35, a $1,300,000 note ordinance covering the <br />Recreation Complex and a $500,000 note ordinance covering equipment for the <br />Service Department. <br />5) Repairs covering Gessner, Canterbury, the Lorain Road Water Line and Bradley <br />Road Culvert are on tonight's agenda, partially funded by North Olmsted but <br />mostly funded by the County. <br />6) Expressed his thanks and appreciation to all the councilmen who attended most <br />of the Finance Committee Meetings and were so helpful in giving input for the <br />final appropriation ordinance. Feels good ground work was laid and the city has <br />a valuable blueprint for 1990. <br /> <br />
