,~ s <br />Council M.ii~utes Qf 3/20/90 <br />-2- <br />Law Director Gareau reported: 1) On Thursday, will be meeting with a fact- <br />f inder with respect to the dispatchers; on Friday, will have an arbitration <br />hearing with respect to a grievance filed by a f iref fighter. <br />2) Pre-trial will be held tomorrow, telephone conference, in regard to the <br />Faughender Case. <br />3) With respect to the tap-in ban, has received a proposed agreement from the <br />Attorney General's office; Law Director has suggested a number of changes which <br />have been discussed with Squire, Sanders and Dempsey. The changes will be in- <br />corporated into the modifications and it will be determined whether or not they <br />will be acceptable to the Attorney General's off ice. <br />Finance Director Burns reported: 1) Has received a list of delinquent tax payers <br />and delinquent filers from Regional Income Tax. The list totals $359,000 in <br />billed and unpaid taxes and an estimated $100,000 in income tax represented by <br />the non-filed returns. Finance Department is working. with RITA to accelerate pay- <br />ments or obtain payments from the individuals on the delinquent list. Only a very <br />small portion of these are now on an installment payment program, with the vast <br />majority still delinquent and making no attempt to make payments. <br />Mrs. Saringer, Chairman Building, Zoning and Development Committee reported: <br />1) BZD Committee met on March 15th with. all members in attendance as well as <br />Building Commissioner Conway, Assistant Engineer McDermott and Councilman Leonard <br />also present. The following items were discussed: <br />a. Cherandon Plaza plans.;. will not ask for approval tonight since <br />there is an engineering problem to be solved. <br />b. Jamestown Apartment Complex, 4809 Columbia Road, proposal <br />to construct small addition to .the Recreation Building. Approved by Planning <br />Commission on March 13th with notation that they saw no need to forward this on <br />to the ARB Committee. Committee has no objection and Mrs. Saringer moved for <br />approval of the Jamestown Apartment Complex addition as stated above,. second by <br />Mr. O'Grady, unanimously approved. <br />c. Gus Georgalis, request for rezoning, reviewed by Planning <br />Commission on February 27th. After much discussion, it was agreed that a deed <br />restriction would be worked out with the Law Department. A rezoning will also <br />require legislation. Requested the Clerk to forward the following information <br />to the Law Director regarding the recommended deed restrictions: "Prohibit any <br />structure to be built on the section of the. property being rezoned. No exit <br />driveway on Silverdale. A permanent buffer on the southwest side adjacent to <br />Arby's. A five foot dirt mound from the existing level with a six foot board-on- <br />board fence on top of the mound next to the first house. No pole lighting; no <br />dumpsters on the property being rezoned, either containers or collection." <br />2) Noted that the BZD Meeting scheduled for March 29th has been rescheduled for <br />April 5th. <br />Mr. McKay, Chairman Environmental Control Committee reported: 1) Committee met <br />on Tuesday, March 13th, to discuss the sale of irradiated foods in North Olmsted. <br />Irradiated foods means any food that is treated with ionizing radiation from <br />radioactive sources such as X-rays or electronic beams. Purpose of this treatment <br />is to prolong the shelf life of products by destroying the micro-organisms that <br />cause decay. The food does undergo a chemical change which can produce free <br />radicals that can cause mutations and cancer. It also causes destruction of <br />essential nutrients and the creation of new chemicals in the food. Committee <br />feels irradiated food should not be made available until it has been tested and <br />proven safe; will be requesting legislation in regard to this. <br /> <br />
