r <br />Council Minutes of 3/20/90 -3- <br />Mr. Tallon, Chairman Finance Committee reported: 1) Finance Committee met on <br />March 13th, 15th and 19th with respect to the appropriation ordinance, No. 90-18. <br />'" Every department in the city was represented by the directors during these dis- <br />cussions. Last meeting will be held on March 27th and final appropriations will <br />be presented for consideration at the special council meeting on March 28th. <br />Once again, nearly all the city revenues are being appropriated with almost <br />nothing left for emergencies. While the city will continue to function, it is <br />living from hand-to-mouth and serious consideration wit 1 have to be given to <br />increasing revenues. Concurs with the Mayor that the members of council and <br />the administration worked very long and hard on this appropriation ordinance <br />and would like to thank Mayor Boyle and his staff for their efforts. <br />Mr. O'Grady, Member of the Intro-Governmental Relations and Legislation as well <br />as Long Range Planning Committees reported: 1) Moved council approve the follow- <br />ing mayoral appointments.: Jill A. Hauenstein to Human Resources Advisory Board; <br />Lawrence Orlowski to the Planning Commission; Debbie Wilkins and Rita Patterson <br />to the Landmarks Commission, second by Mrs. Saringer, unanimously approved. <br />Mr. O'Grady, Chairman Public Safety,. Health and Welfare Committee reported: <br />1) Safety Committee met on March 19th with all members in attendance as well <br />as Lt. Scott from the Police Department. Committee reviewed Ordinance No. 90-22, <br />installation of a stop sign at the intersection of Pebblebrook and Walnut Lanes <br />and has no objection. <br />2) Committee reviewed Ordinance No. 90-23, installation of a no right turn on red <br />sign at the intersection of Cedar Point. Road and Columbia Road, from 6:30 A.M. to <br />8 A.M. and 4:30 P.M. to 6:30 P.M., Weekdays Only. Committee had no objection <br />except for a little concern about traffic stacking up on Cedar Point Road. Lt. <br />Scott stated this would continue to be monitored and if it becomes a problem <br />he will get back to the committee. <br />3) Ordinance No. 90-24, long overdue, was also reviewed. The ordinance covers the <br />installation of a three-way stop sign at the intersection of Old Columbia Road <br />and Butternut Ridge Road. Both committee and Lt. Scott are pleased to see such <br />legislation and recommend adoption. <br />4) The last ordinance, No. 90-25, covered the prohibition of truck traffic on <br />Country Club Boulevard. After lengthy discussion, committee recommends the <br />ordinance be amended to allow north and south traffic for the first 100 feet for <br />the truck traffic to get into Great Northern Mall to reach the access road. <br />There was also some discussion about the legality of restricting traffic to <br />Country Club residents only and this-will also be looked into by the Law Department. <br />Mrs. Bahas, Chairman Recreation, Public Parks and Buildings Committee reported: <br />1) Summarized the activities and number of people enjoying such activities at the <br />Recreation Complex. The new Spring/Summer .brochures are now at the printers and <br />will be available soon. Completion of the engineering design and specifications <br />for the pool should be finished this month and legislation for financing will be <br />forthcoming. <br />Mr. Nashar, Chairman Streets and Drainage Committee reported: 1) A physical <br />street inspection was conducted on Saturday, March 10th, by Mr. Nashar, Council- <br />woman Saringer and Directors Bohlmann and Wilamosky. All four wards were in- <br />spected with respect to condition of joints, severity of cracks, surface defects <br />and drainage. Committee also inspected the Noreen ditch area; culvert piping <br />will be installed this year to stop erosion. City will be renting a street <br />~'"'' sweeper from the county to clean up the winter debris. <br />2) City will be observing its 175th Anniversary. While it was not possible to <br />have a stamp issued commemorating the event, Mr. Nashar has arranged with the <br />North Olmsted Post Office to have a cancellation stamp used featuring North <br />Olmsted's logo.
