<br />Council Minutes of 3/20/90 -5- <br />LEGISLATION (cont'd): <br />Resolution No. 90-30 introduced by Mrs. Bahas was given its first reading. A <br />resolution authorizing the Mayor to advertise for bids of the Lorain Road Water <br />Main Cleaning and Lining Project based upon. the plans, specifications and cost <br />estimates prepared by R. E. Warner and Associates, and declaring an emergency. <br />Mrs. Bahas moved for suspension of rule requiring three readings as well as re- <br />ferral to committee, second by Mr. Tallon, unanimously approved. Mrs. Bahas <br />moved for adoption, second by Mr. Tallon, unanimously approved. Ordinance No. <br />90-30 adopted. <br />Ordinance No. 90-31 introduced by Mr. Nashar was given its first reading. An <br />ordinance for the construciton of Bradley Road (CR-60) Culvert No. 1-A within <br />the existing right-of-way, and declaring an emergency. Mr. Nashar moved for <br />suspension of rule requiring three readings as well as referral to committee, <br />second by Mrs. Saringer, unanimously approved. Mr. Nashar moved for adoption, <br />second by Mrs. Saringer, unanimously approved. Ordinance No. 90-31 adopted. <br />Ordinance No. 90-32 introduced by Mrs. Bahas was given its first reading. An <br />ordinance authorizing and directing the Mayor to enter into a contract with the <br />Ohio Public Works Commission for the purpose of relining the water line situated <br />in Lorain Road from Dover Center Road westerly to the city limits, and declaring <br />an emergency. Mrs. Bahas moved for suspension of rule requiring three readings <br />as well as referral to committee, second by Mrs. Saringer, unanimously approved. <br />Mrs. Bahas moved for adoption, second by Mrs. Saringer, unanimously approved. <br />Ordinance No. 90-32 aodpted. <br />Resolution No. 90-33 introduced by Mr. McKay on behalf of the Mayor and the entire <br />Council was given its first reading. A resolution proclaiming April 22nd, <br />"Earth Day". Mr. McKay moved for. suspension of rule requiring three readings as <br />well as referral to committee, second by Mrs. Saringer, unanimously approved. <br />Mr. McKay moved for adoption, second by Mrs. Saringer, unanimously approved. <br />Resolution No. 90-33 adopted. <br />Ordinance No. 90-34 introduced by Mr. Tallon was given its first reading. An <br />ordinance to transfer funds from the Industrial Park Road Fund to the Capital <br />Improvement Fund and from the Capital Improvement Fund to the General Fund, and <br />declaring an emergency. Referred to Finance Committee. <br />Ordinance No. 90-35 introduced by Mayor Boyle on behalf of the entire Council was <br />given its first reading. An ordinance authorizing the Mayor to enter into a new <br />Sewer Service Agreement between the City of North Olmsted and the City of Fairview <br />Park, and declaring an emergency. Referred to Finance Committee. <br />Miscellaneous Business: <br />Mr. O'Grady moved to establish a new rule of council prohibiting smoking at all <br />council caucus and committee meetings effective iunnediately, second by Mr. Leonard, <br />unanimously approved. While agreeing with the new rule, Mrs. Saringer pointed out <br />that Rule 62 of the Rules of Council requires that rules may be amended. only on the <br />report of the committee for such purpose-and proposed amendments or new rules shall <br />have been referred to such a committee at a preceding meeting; council is not <br />following its own rule by taking the proper steps. President Pro Tem Bahas re- <br />quested that this be brought before the council at its next meeting. <br />Mr. Tallon scheduled a Finance Committee Meeting for Tuesday, March 27th, at <br />7:30 P.M., to finalize the appropriation ordinance, No. 90-18. <br />Mr. Tallon also reminded everyone that a Special Meeting of Council had been <br />scheduled for Wednesday, March 28th, at 7:30 P.M., by Mayor Boyle <br />
