<br />MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />FEBRUARY 20, 1990 <br />Present: President James Boehmer, Councilmen McKay, Nashar, O'Grady, <br />Saringer, Tallon. <br />Also present: Mayor Edward Boyle, Law Director Michael Gareau, Finance <br />Director James Burns, Clerk of Council Florence Campbell. <br />Absent: Councilmen Bahas and Leonard. <br />Meeting was called to order by President Boehmer at 8:00 P.M., in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Members of Council in the Pledge <br />of Allegiance to the Flag. <br />Minutes of the Council Meeting of February 6, 1990, were approved. <br />As part of the Ladies Auxiliary's Americanism Program, Members of the Ladies <br />Auxiliary, VFW Post 7647, presented two American flags to the City of North <br />Olmsted, to be flown at Coe Cemetery and Butternut Ridge Cemetery. Both flags <br />were flown over the Capital Building in Washington in honor of North Olmsted <br />veterans. President Boehmer expressed appreciation for this patriotic gift <br />and accepted the flags on behalf of the administration and council. <br />The following members of WEBLO Pack 630 from St. Brendan's Church were recog- <br />nized by the administration and council: Mike Riley, Danny Warner, Steven Glick, <br />Andy Votaw, Peter Sastakowski, Philip Plantner, as well as Den Leaders John <br />Zimmer and Jim Plantner. <br />President Boehmer announced that Ordinance No. 90-6 had been removed from this <br />evening's agenda and that Ordinance Nos. 90-16, 90-18 and 90-19 had been added. <br />Mayor Boyle reported: 1) He will be attending a public hearing on March 15, <br />1990, at 2 P.M., at the State Office Building, 615 Superior NW, sponsored by <br />the Regional Transit Authority, with respect to grant applicatians. One of the <br />grant applications to be discussed is a $430,000 grant for a "park-and-ride" <br />in North Olmsted. Will keep council informed. <br />2) Results of the Police Sergeant's test will be released soon and the new <br />sergeant sworn in directly. Results of the Police Chief's test will be known <br />in approximately four weeks. A partial disability retirement was granted to <br />another police officer today; this brings a total of nine officers who must <br />be hired this year. <br />3) Workmens' comp rates for 1990 have risen from $1.28 per $100 to $3.14 per <br />$100, which will cost North Olmsted approximately $200,000 in additional workmens <br />comp premiums during 1990. More than the money, these facts point out some <br />dangerous conditions faced by some city employees. With this in mind, Service <br />Director Bohlmann is reviewing safety equipment and including it in the 1990 <br />appropriations. He is also instituting some new saf ety standards and work <br />policies within the Service Department to help reduce possible injuries. This <br />action will reduce overtime necessitated by loss of personnel but the over-all <br />workers' comp rate is determined by an average cost of claims.
