~ , <br />Council Minutes of 1/16/90 <br />-3 - <br />b. Steeplewalk Apartment Homes, located south of 1480, <br />``'" west of S.R. 252 and north of lots facing Butternut Ridge Road, 260 unit <br />apartment development of one and two bedrooms. Project has been approved <br />by ARB and Planning Commission. The proposal has a lake on the property <br />which was intended to be used for retention; builders have agreed to work <br />out something suitable with the Engineering Department after being advised <br />of the city's policy with respect to retention. Mrs. Saringer moved council <br />approve the above proposed Steeplewalk Apartment Homes Development according <br />to the revised plans of December 6, 1989, and as approved by Planning <br />Commission and ARB, and with the recommendations of the BZD Committee that <br />they. go to $ZA for variances for the main entrance sign, signs on the steeples <br />and the rental sign; such sign will be a permanent sign and not increase its <br />two by two foot size; also, the steeples will be reduced to 35' in height; <br />the traffic study will be reviewed when project is 75~ occupied and results <br />determined at that time; if signalization is warranted, the developer will <br />bear the expense; retention will be consistent with the ordinances of the <br />City of North Olmsted, second by Mr. O'Grady, unanimously approved. <br />Mr. McKay, Chairman Environmental Control Committee reported: 1) West Shore <br />Solid Waste Committee met on Wednesday, January IOth and the following was <br />discussed and accepted: the Council of City Governments will form a task force <br />to determine the feasibility of a plan for a shared, centralized recycling <br />center. Also, this committee will sponsor a public education program on <br />waste reduction; April 22, 1990 will be declared "Waste Reduction Day" in each <br />city. The committee will continue to study long-range solutions and develop <br />proposals .dealing with solid waste disposal in the west shore area. The <br />committee will report periodically to the respective city councils on their <br />activities and any suggestions from city councils will be reported to them. <br />New officers were elected for 1990: Mary Sexton will be Chairperson and <br />Al Angland will be Vice Chairperson. <br />Mrs. Bahas, Chairman Intra-Governmental Relations and Legislation/Long Range <br />Planning Committee as well as Recreation, Public Parks and Buildings Committee <br />reported: 1) Legislation/Long Range Planning Committee will hold a public <br />hearing on January 18th at 7:30 P.M. The workings of the Community Development <br />Block Grant Program. will be discussed and the audience will be invited to <br />give their input and suggestions. Council will meet approximately one week <br />later to discuss these suggestions. <br />Z) Mayor Boyle has advised that he has appointed Henry Robinson to serve <br />on the Civil Service Commission;. council approval is not required as per <br />the City Charter. Mrs. Bahas moved that council approve the re-appointments <br />of Tom Gallagher and Younghun Sohn to the Architectural Review Board, second <br />by Mrs. Saringer, unanimously approved. <br />3) Recreation Commission held an organizational meeting on January 9th, at <br />8:15 P.M., at the Recreation Complex. New Chairman is Rich Scott; Vice <br />Chairman is Tim O'Rourke; Secretary is Bev Armbruster. Recreation Commission <br />Meetings have been scheduled to be held the third Wednesday of the month. <br />A year-end financial report was given; tonight's agenda includes an ordinance <br />for budget modif ications on personnel and recreation. Mr. Schwartz has been <br />appointed to head an ad hoe committee to study the fee structure in North <br />Olmsted and to investigate fee structures in other cities. <br />Mr. Wilamosky, Chairman Streets and Drainage Committee reported: 1) Streets <br />and Drainage Committee met on Monday, January 15th with Council Members <br />Saringer, O'Grady, McKay and Leonard in attendance. Committee discussed Ordin- <br />ance No. 89-105 which provides for the vacation of a portion of a sanitary <br />sewer easement on the Romp property, southeast corner of Lorain and Columbia <br />Roads, and has no objection. <br /> <br />
