w <br />Council Minutes of I/16/90 _4 <br />2) Committee also discussed Ordinance No. 90-1 which provides for authori- <br />', zation to advertise for bids for street sweeping throughout the city. <br />The city's street sweeper is inoperable. While the committee has no <br />objection to this ordinance, it is suggested that some consideration be <br />given to the possibility of purchasing a street sweeper since the cost <br />of contracted street sweeping is in the area of $8/$9,000. <br />3) A North Olmsted resident also attended the Streets and Drainage Committee <br />Meeting and asked committee to give some consideration to having the Service <br />Department re-evaluate a rear yard drainage problem on the east side of <br />Stearns Road, in the area of the 6017 block, He indicated that Service <br />Director Noble had looked into this about a year ago but nothing was ever done. <br />Perhaps the current administration could look into this and see what deter- <br />mination was made by the previous administration. A suggestion was offered <br />that the administration .look into the possibility of installing sporadic <br />underground retention in storm or flood prone areas upstream from these <br />problem areas for retention before the water gets into the system. This <br />suggestion was passed on to the administration for consideration and per- <br />haps a future meeting with the Streets and Drainage Committee to determine <br />such a project, based on engineering standards. <br />4) Is in receipt of petitions, signed by residents in the Terrace, Angela, <br />Nancy and Louann area,. requesting some relief in the form of street repairs <br />and improvement. This will be retained for committee's future review and <br />a copy will be submitted to the administration. <br />5) In last. year's appropriations, the sum of $100,000 was appropriated for <br />repairs to the Sunset Oval area; this sum was not used. .Would ask the Finance <br />Committee to look at this unencumbered sum and possibly get it back into the <br />coming appropriation ordinance. <br />With respect to Mr. Wilamosky's comment on upstream retention, Mayor Boyle <br />advised that. this had been discussed with URS Dalton last year, with respect <br />to taking the charge out of the lower end of the sewer system close to <br />Maple which would relieve Rosita, Deerf ield, Maria, etc. This is feasible <br />right now; it will require more study. It is on hold right now until the <br />city can anwer the EPA charges which caused the tap-in ban. It is now, and <br />has been, a big consideration of the present administration. With respect <br />to street sweeping, the city has borrowed a street sweeper recently to <br />handle the debris on Angela where there has been deterioration of the concrete <br />with a lot of chipping; city crews have been picking up the bigger junks of <br />debris. In considering the appropriations, the administration plans on develop- <br />ing a street program; this is a high priority. <br />President Boehmer announced that Resolution No. 90-7 had been added to this <br />evening's agenda. Also, suspension of the rule requiring three readings will <br />be requested on Ordinance Nos. 90-2, 90-3 and 90-4. <br />Audience participation: <br />Tom Stroh, 6279 Stafford Drive, Chairman of the Civil Service Commission, <br />asked if the dispatchers to be hired at the Fire Department would be drawn <br />from the same list of people taking the dispatcher test for the Police De- <br />partment, thereby eliminating the cost of giving two separate tests. Law <br />Director Gareau stated that it was the administration's intention to draw <br />from the same pool for both the Fire and Police Departments. Mr. Stroh also <br />asked if, after Mr. Wilamosky resigns his position as Ward 3 Councilman, <br />audience participation would again be allowed at that point.
