-. <br />Council Minutes of 1/16/90 -5- <br />LEGISLATION: <br />Ordinance No. 89-105 introduced by Councilman Tallon was given its third <br />reading. An ordinance vacating a portion of a sanitary sewer easement <br />located on property now owned by Romp Realty Company on the southeastern <br />corner of Lorain and Columbia Roads, and further, accepting an easement from <br />Romp Realty Company fora relocated sanitary sewer. Mr. Tallon moved for <br />adoption, second by Mrs. Saringer, unanimously approved. Ordinance No. <br />89-105 adopted. <br />Resolution No. 90-1 introduced by Mr. Wilamosky was given its first reading. <br />A resolution authorizing the Director of Public Service to advertise for bids <br />for sweeping of all streets in the City of North Olmsted, and declaring an <br />emergency. Referred to Finance Committee. <br />Ordinance No. 90-2 introduced by Mrs. Bahas was given its first reading. An <br />ordinance repealing Chapter 1'67 of the Codif ied Ordinances of the City of <br />North Olmsted, and declaring an emergency. Mrs. Bahas moved for suspension <br />of rule requiring three readings, second by Mr. Wilamosky, unanimously <br />approved. Mrs. Bahas moved for adoption, second by Mr. Tallon, unanimously <br />approved. Ordinance No. 90-2 adopted. <br />Ordinance No. 90-3 introduced by Mr. Tallon was given its first reading. An <br />ordinance creating a new and revised Chapter 135 of the Codif ied Ordinances <br />of the City of North Olmsted. entitled, "Department of Finance", and declaring <br />an emergency. Mr. Tallon moved for suspension of rule requiring. three readings <br />as well as referral to committee, second by Mr. McKay, unanimously approved. <br />Mr. Tallon moved for adoption, second by Mr. McKay, unanimously approved. <br />Ordinance No. 90-3 adopted. <br />Ordinance No. 90-4 introduced by Mrs. Bahas was given its first reading. An <br />ordinance creating a new and revised Chapter 167 of the Codified Ordinances <br />of the City of North Olmsted entitled, "Department of Personnel and Admini- <br />strative Services", and. declaring an emergency. Mrs. Bahas moved for suspension <br />of rule requiring three readings, second by Mr. McKay. Roll call on motion: <br />Affirmative vote: Bahas, Leonard, McKay, O'Grady, Saringer, Tallon. Abstained: <br />Wilamosky. 6 Aye - 1 Abstention - Motion carried. <br />James Cater, 3105 Walter Road, asked what the salary structure. was for the <br />Department of Personnel and Administrative Services and was advised that the <br />range was $18,000 to $38,000 . Mr. Cater also stated that a "big show" was <br />made about eliminating the Department of Budget and Management in order to <br />save money but this department was immediately replaced by another one; dges <br />not think this is the way to do business in the City of North Olmsted. <br />Mayor Boyle replied that there was no "big show"; his proposal to eliminate <br />the Department of Budget and Management was turned down by Council and it <br />was then restructured into something that would be more workable and more <br />efficient for the city. A Personnel Department is important since the city <br />has over 400. employees and someone should be in charge of them. The <br />Administrative Services Department. looks for and secures federal and state <br />funds - something this city has never done. This new department will be <br />highly productive and highly efficient; Mayor Boyle said he wanted to eliminate <br />Budget and Management; he did eliminate Budget and Management; he provided <br />something that is better. <br />Mrs. Bahas moved for adoption. of Ordinance No. 90-4, second by Mr. McKay. Roll <br />call on motion: Affirmative vote: Bahas, Leonard, McKay, O'Grady, Saringer, <br />Tallon. Abstained: Wilamosky. 6 Aye - 1 Abstention - Motion carried. Ordin- <br />ance No. 90-4 adopted. <br />
