.t <br />. -., <br />Council Minutes of 12/18/91 <br />Mayor Boyle presented a proclamation to James Hines, outgoing President of the <br />North Olmsted School Board. On behalf of the entire community, Mayor Boyle <br />expressed sincere gratitude to Mr. Hines for helping to continue the North <br />Olmsted Schools' tradition of excellence. Mayor Boyle announced that Mr. Hanes <br />would be his appointment to the Civil Service Commission. <br />Mayor Boyle presented a proclamation to Ronald Tallon in recognition of his eight <br />years of service on City Council. On behalf of the Arlmin;straton, Council, and <br />community, Mayor Boyle congratulated Mr. Tallon on his distinguished service to <br />the ca~arnmity. Mayor Boyle also azmounced that Mr. Tallon would be his <br />appointment to the Planning Commission. <br />Mayor Boyle reported: 1) We received a letter from the Ohio Department of Trans- <br />portation on warrants for traffic signals. The four warrants that were approved <br />were: I-480 ramp at Clague Road; Lorain Road at Dsvid Drive; Lorain Road at <br />Toys-R Us; Lorain Road at Walter Road. The two warrants that failed. were: Lorain <br />Road at Bentley and Lauren Hill Plaza; Lorain Road at the Horizons Activity <br />Center drive. These will be included in the traffic signalization project that <br />will be funded for next year. <br />2) Attended, along with several Council Members, the National League of Cities <br />conference. Some of the issues covered at the conference were: use of recycled <br />materials; new Federal regulations on cable TV; twenty-four hour City Hall; a <br />rating system for banks used by cities; the pooling of resources with other <br />governments; use of alternative fuels; the linked deposit program. President <br />Bush addressed the conference and said that Cam~nmity Development Block Grant <br />money would be given directly to cities; however, two days later at a conference <br />of governors, he said the money would go the states. <br />3) We have been advised by Cat~nty Commissioner Mary Boyle that approximately <br />$800,000 of Issue II money is available for lawns. Today, we applied for loans <br />for the Selhurst-Silverdale area. These are low interest loans, and Mr. Burns is <br />investigating how it will affect our band. indebtedness. <br />4) Received a letter from County Plaguing Commission regarding our Master Plan. <br />Included in the letter was a timetable for the Master Plan consisting of eleven <br />areas that will be covered. A public hearing will be held for each of the eleven <br />issues. According to the County Planning Commission, they should be able to <br />adhere to the June 30, 1492 requirement for the Master Plan to be in place. <br />5) On December 6, 1991, an agreement was signed with Cuyahoga County and all <br />County cities, villages, and townships to insure cooperation involving child <br />abuse and/or neglect. This County-wi.de system will not only i.rnprove the chances <br />of apprehending suspects, but will also help in preventing child abuse. <br />6) With reference to a newspaper article concerning the NLC conference, the facts <br />are as follows: (a) We arrived the night before the conference started. and left <br />the morning after the conference ended; (b) We were available to reporters; the <br />hotels, City Hall, and the message board at NLC were checked for messages. <br />Law Director Gareau reported: 1) Last week, Assistant Law Director Dubelko <br />argued the Ohio Bureau of Unemployment case before the Court of Appeals in <br />Columbus. <br />2) These past several weeks, have been preparing for the current audit--a report <br />of all the claims that have been filed against the City a~ also all potential <br />claims. <br />2 <br /> <br />
