.. ~~ <br />MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF I~RTH OLMSTID <br />NOVENIDER 6, 1991 <br />Present: Council President Boehmer, Council Members Bahas, Leonard, Lind, <br />McKay, Nashar, Saringer, Tallon. <br />Also Present: Law Director Michael Gareau, Finance Director James Burns, Clerk <br />of Council Barbara Seman. <br />President Boehmer called the Council meeting to order at 8:03 p.m. in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in reciting the Pledge of <br />Allegiance to the Flag. <br />Minutes of the meeting of October 15, 1991 were approved as written. <br />President Boel~ner armounced that Ordinances 91-149 and 91-161 through 91-170 <br />would be passed under suspension of the rules. <br />In the absence of Mayor Boyle, Council President Boehmer presented a proclamation <br />to the North Olmsted High School Key Club in observance of Key Club Week, <br />November 11 through November 17. The Key Club provides thousands of hours of <br />service to our schools and co~nYrnmity each year. <br />On behalf of the North Olmsted Gomrnanity Council, Betty Wilson and Linda Holt <br />presented a check for $500 to Town Fattlar for the North Olmsted Parks and <br />Recreation Department to be used for the purchase of picnic tables. Mr. BoeY~ner <br />thanked the Coa~amuiity Council for this contribution. <br />Law Director Gareau reported: 1) On Monday, we went before afact-finder with <br />respect to the re-opener clause in the firefighters' contract dealing with the <br />sharing of hospitalization costs. The fact-finder will file a report within two <br />weeks. <br />2) Afact-finding meeting will soon be scheduled for Police dispatchers and <br />NOMBL. <br />3) Tomorrow we will hold the second negotiations session to discuss wages with <br />the Police Department. <br />4) Currently working on a brief in the appeal of the school guard case which is <br />being heard in Franklin County. <br />5) Also, a brief to the Supreme Court in the private detective case is being <br />prepared. We are in receipt of an aanicus curiae brief from Brinks which does not <br />support our viewpoint. <br />Finance Director Burns reported: l) On tonight's agenda are Ordinances 91-162 <br />through 91-169 which deal with the roll over of notes that are coming due on <br />December 5. The plan we have established for the roll over and pay down of these <br />notes is a nine-year plan. It is advantageous to roll them over instead of <br />converting to bond at this time because interest rates on the short-term notes <br />are approximately 5~; interest rates on bonds are approximately 6z%. <br />
