Council Minutes of 11/6/91 <br />Mr. McKay, Chairperson of the Environmental Control Co~mi.ttee reported: 1) The <br />West Shore Solid Waste Advisory Committee met on Wec~sday, October 30, in Fair- <br />view Park. The Committee was advised why consultant, Kudukis, Schade & Assocs., <br />chose the Kimball Company to build the material recovery facility. The criteria <br />used in the selection process were as follows: <br />a. Availability of landfill space in the future. <br />b. Quantity of solid waste that can be accepted. <br />c. Types of solid waste the company would be willing to process. <br />d. Amount of return on recycling received by the cities. <br />e. Cost of the operation. <br />f. Method of transportation to the facility. <br />Two organizations, Kimball Catty atyd Mill, Iron and Resources Tec2mology Group, <br />bid a facility cost of $500,000; Resources Recovery bid $800,000. The consultant <br />has recommended that the Council of Goverrunents not take over the operation of <br />the facility for at least 10 years. <br />2) Pat Holland, from the Cuyahoga County Planning Commission, reported that the <br />County produces about 4'2 million tons of solid waste each year; however, this <br />includes commercial/industrial waste. Residential areas generate 3 million tons <br />of this total. <br />3) The next meeting of the West Shore Solid Waste Committee will be November 20 <br />at 7 o'clock in Fairview Park. <br />Mr. Tallon, Chairperson of the Finance Committee, reported: 1) The Finance <br />Committee met on Monday, October 21, at 7:30 p.m. with Committee members in <br />attendance in addition to Safety Director Gundy and Recreation Director Fattlar. <br />Agenda items were as follows: <br />a. Ordinance 91-149, a transfer ordinance which includes a transfer of furxis and <br />an appropriation of funds for the Recreation Department. The Committee was told <br />that the tax duplicate of November/Decemaber would balance the expenditures. The <br />Committee had no objections to the transfer and recommends passage on suspension <br />this evening. <br />b. The Master Plan was discuss~i--the successful bidder was the Cuyahoga County <br />Planning Commission. The lire item, with an additional $5,000, will be placed in <br />the appropriations. <br />c. There was a brief discussion of the purchase of afire vehicle. <br />2) Mr. Tallon moved that the Council accept the Cuyahoga County Plaxming <br />Commission as the consultant for the Master Plan and approve the line item for an <br />additional $5,000; second by Mr. Leonard; unanimously approved. <br />Mrs. Babas, Chairperson of the Legislative Committee, reported: 1) The Canmi.ttee <br />met on October 21 to consider William Piar, the Mayor's appointment to the Board <br />of Building Code Appeals. The Committee wholeheartedly reco~anends the appoint- <br />ment of Mr. Piar. Mrs. Babas moved that Council approve Mr. William Piar as a <br />member of the Board of Building Code Appeals; second by Mr. McKay; unanmmously <br />approved. <br />2 <br />.~.~~~.q <br />
