Council Minutes of 11/6/91 2) The Mayor has appointed Ms. Anita Alexander-H~ndan to the North Olmsted Cable Television Advisory Committee for the period of October 1991 through October 1994. Mr. Leonard, Chairperson of the Public Safety, Health and Welfare Committee, reported: 1) The Committee held a joint meeting with the Finance Committee on October 21. In attendance were Messrs. I~onsrd, MicK,ay, Lind, Tallon, Nashar and Mrs. Beringer. The purchase of an urgency rescue vehicle was discussed.. Because one of the present vehicles is in very bad mechanical condition, it was agreed that a new vehicle should be purchased. Because this purchase will take a minimum of six months, this will impact the 1992 budget. No Audience Participation LEGISLATION Ordnance No. 91-126 introduced try Mr. Leonard was given its third reading. An ordinance establishing the organization of the Police Division of the Department of Public Safety, and declaring an emergency, as amended. Mr. LEOnard moved for adoption; secorxl by Mr. Lind; passed unanimously. Ordinance No. 91-126 adopted. Resolution No. 91-134 introduced by Mr. Nashar was g~.ven its third reading. A resolution authorizing the Director of Public Service to advertise for bids for the grading of land a~i placement of drainage near the northwestern corner of North Olmsted Recreation Center in the. City of North OLnsted, and declaring an emergency. Mr. Nashar moved far adoption; second by Mr. McKay; passed unanimously. Resolution No. 91-134 adopted. Ordinance No. 91-137 introduced by Mr. Leonard was given its third reading. An ordinance repealing Ordinance No. 90-75 entitled, "An ordinance ame~irig the traffic control file of the City of North Olmsted by providing for the installa- tion of a 'No Right Turn on Red' sign at Lorain and Barton Roads regulating traffic travelling in a westerly direction, to read 'No Right Turn ors Red from 4:00 p.m. to 6:00 p.m.', and declaring an emergency." Mr. Leonard moved for adoption; second by Mr. Lind; passed unanimously. Ordinance No. 91-137 adopted. Ordinance No. 91-138 introduced by Mr. Leonard was given its third reading. An ordinance amending the traffic control file of the City of North Ol.~nsted by pro- viding for the installation of "No Passing" signs on Barton Road from Lorain Road north to Bradley Road and to also install a double yellow line prohibiting vehicular passing in said area. Mr. Leonard moved for adoption; secoa~d by Mr. Nashar; passed tmanimously. Ordinance No. 91-138 adopted. Ordinance No. 91-139 introduced by Mr. Lind was given its second reading. An ordinance adopting a new acid revised Section 505.08 of the Codified Ordinances of the City of North 0]msted entitled "Nuisance Conditions Prohibited", of Chapter 505 of the Codified Ordinances of the City of North Olmsted entitled "Animals and Fowl".
