Council Minutes of 10/15/91 <br />Mr. McKay, Chairperson of the Environmental Control Committee reported: 1) The <br />Environmental Control Committee held a joint meeting with the Safety Committee an <br />Monday, October 7, at 7 o'clock. In attendance were: Catmcil Members Leanard, <br />Lind, Nashar, McKay; Service Director Bohlmann; City Engineer Deichmarm; <br />Wastewater Treatment Plant Superintt Harry Crider; guest Karen Pompeani. <br />Ordinances 91-131 arxi 91-139 were discussed; Mr. Leonard, Chairperson of the <br />Safety Committee, will report an Ordinance 91-139. <br />a. Ordinance 91-131 concerns the approval of a new sewer agreement between the <br />City and Cuyahoga County. Due to the fact that the flow has been reduced in <br />North Olmsted's sanitary sewers, another 30,000 gallons per day can be admitted <br />to the treatment plant. The Committee recommends approval of the ordinance. <br />Also, the Committee discussed the neeoi for a facility plant study to provide <br />plans for upgrading and increasing the capacity of the plant. This will be a <br />requirement of the EPA in the future. <br />2) The Environmental Caimi.ttee met with its counterpart in Fairview Park on <br />Thursday, October 10, to discuss airport noise. Fairview Park belongs to a <br />coinnittee called SAFE--Safe Air for Envircmment. We will need more information <br />before joining the organization; also, at the present time, ~~FE's charter does <br />not cover runway 1028 which directly affects air traffic over North Olmsted. <br />Mr. Leonard, Chairperson of the Public .Safety, Health and Welfare Committee, <br />reported: 1) The Co~mittee had requested a change in the language of Ordinance <br />No. 91-126; the ordinance was amended and is on second reading tonight. <br />2) With regard to Ordinance No. 91-139, the Safety Ccxmaittee meeting jointly with <br />the Environmental Committee decided to table the ordinance and expressed their <br />belief that present laws are sufficient to control the possible nuisance problem <br />with dogs. <br />Mr. Nashar, Chairperson of the Streets and Drainage Committee reported: 1) <br />Presently, work is being canpleted on Park Ridge, Marion, and Terrace. Country <br />Club Boulevard is 90% complete and, if the good weather continues, should be <br />finished an time. <br />Mr. Lind did not have a committee report but commented that because tyre seemed <br />to be more negative than positive reaction to Ordinance No. 91-139, he felt it <br />would be best to table the legislation. Members of the Safety and Environmental <br />Committees agreed with the decision. <br />Audience Participation <br />Torn Stroh, 279 Stafford Drive, addressed a question to Mr. McKay regarding <br />Ordinance No. 91-131 and his indication that there are 30,000 gallons of <br />additional room in the treatment plant. He was concerned that allowing a <br />tie-in to Olmsted Township would not leave enough surplus to take care of <br />future development in North Olmsted. <br />2 <br />~~F <br />
