Council Minutes of 10/1/91 <br />e. Ordinance 91-127, which makes appropriations for current expenses and <br />other expenditures for the year ending December 31, 1992. This legislation <br />will fund projects begun in 1991 ar~d carried over into 1992. The Committee <br />concurred with the ordinance and seconds passage. <br />f. Ordinance No. 91-130, which authorizes arxi directs the Mayor to enter into <br />an agreement with Da].ia Consultants to provide engineering services for <br />starmwater culvert and ditch improvements on the Rice Ditch. This is <br />necessary to comply with EPA regulatians and to help flooding problems; <br />therefore, the Committee agreed with the legislation and sec- passage. <br />g. Ordinance 91-131, providing for a new sewer service agreement between <br />North Olmsted and Cuyahoga County and including a portion of Olmsted Township, <br />was discussed. No decision was made on this legislation as it will be <br />discussed in a forthcoming Emrironmental Control Committee meeting. <br />h. Ordinance 91-140, which transfers appropriations for current expenses and <br />other expenditures for the year erring Dece~er 31, 1991. This legislation <br />involves no new monies; basically, it provides for internal department <br />transfers from one line item to another. The Committee concurred with the <br />ordinance and recommends passage. <br />Mr. Leonard, Chairperson of the Public Safety, Health and Welfare Committee, <br />reported: 1) The Committee met on September 17 and October 1 to discuss the <br />following ordinances: <br />a. Ordinance 91-125, which establishes the organizational chart and <br />composition of the Fire Department. The Committee agreed with the ordinance <br />and recommends passage. <br />b. Ordinance 91-126, which establishes the reorganization of the Police <br />Departmient. The Committee felt there was a need for clarification of the <br />language and has asked for an acmenci~ment. <br />c. Ordinance 91-137, which will repeal Ordinance 90-75 and, therefore, <br />~~ <br />remove the No Right Turn an Red sign at the traffic signal at the corner of <br />Lorain and Barton Road. The Committee concurred with this ordinance. <br />d. Ordinance 91-138, which provides for the installation of "No Passing" <br />signs on Barton Road from Lorain Road north to Bradley Road and also for the <br />installation of a double yellow line. The Committee recommends passage. <br />No Audience Participation <br />LEGISLATION <br />Or finance No. 91-88 introduced by Mrs. Basinger was given its third reading. <br />An ordinance amending Chapter 1135 entitled One and Two-Fa~mi.ly Residence <br />District by adding a new Section 1135.08 (B) 5 providing for exception to the <br />rear yard requirements where there is an existing stairwell. Mrs. Basinger <br />moved for adoption; second by Mr. McKay; Passed unanimously.
