<br />Council Minutes of 8/20/91 <br />2) The Fourth of July celebration was a great success. <br />3) On July 5, the West Shore cities authorized the Voinovich Company to do a <br />study of the proposed Webb jail. ~stlake later decided to withdraw from the <br />study. The fee has been reduced, and the contract has been signed. This is not <br />an architectural review; it is a study to determine the size of the jail. <br />4) On July 23, the Planning Co~missioaz heard a propQSal for the Master Plan from <br />the County Planning Coaomisson. All proposals sut~tted to the Plarming <br />Commission will be reviewed in the near future. <br />5) The Lorain County Solid Waste Management Policy Committee has passed a new <br />tier structure which was effective July 3. Our bill for July was increased by <br />$6,070.41. <br />6) Work on the Clague Road sanitary sewers will begin tomorrow. This will <br />necessitate closing the road southboucxi from Westwood to Maple Ridge. Walter <br />Road will be used as a detour. The work should take approximately two weeks. <br />7) Work on the western side of Kennedy Ridge will also begin tomorrow. The road <br />will be closed to two-way traffic; however, northbound one way traffic will be <br />maintained. <br />8) Country Club Boulevard is progressing well; last week the eastern side was <br />opened. Work appears to be ahead of scY~dule due to the dry weather this summer. <br />Hopefully, the project will be completedbefore Thanksgiving. <br />9) We made application for Issue II monies last week. Of the $24 million i.n <br />Issue II money available to the County last year, North Olmsted received $4 <br />million, which made us the fourth largest recipient. This year there is only <br />$10 million available to the County. North Olmsted has applied for a total of <br />$8,097,362. Projects applied. for and their approximate costs are as follows: <br />citywide signalization, $2.3 million; sanitary sewers Phase C, $2.3 million; <br />Silverdale, Selhurst and Duane area, $1.5 million; Park Ridge subdivision Phase <br />II (which would include Forest Ridge and Sherwood), $806,000; Clifford Drive, <br />$487,000; Stoneybrook, $402,000; aril the Barton Road water line, $20,000. There <br />is no order of precedence; all have been applied for with equal weight. <br />10) Because of the generous gift of $8,800 from Halleen Chevrolet anc3. the <br />Chevrolet GEO dealers, we purchased new playground equipment for the Barton- <br />Bradley Park. <br />11) We have notified the County that we want to enter into renegotiations over <br />the sewer contract. <br />12) On September 16 at 1 p.m., State Representative Ed Kasputis and 15 members of <br />the Ohio House of Representatives will hold a meeting here in our Council <br />Chambers to discuss health care. The representatives will take testimony from <br />individuals, small business owners, Council M~nbers, arxi anyone who has had <br />problems with health care or health care insurance. <br />Law Director Gareau reported: 1) The Court of Appeals has reversed the lower <br />court decision and ruled that we do have a right to charge a registration fee for <br />private detectives who wish to operate in the City. However, this case may <br />possibly be taken to the Ohio Supreme Court. <br />2) The Court of Common Pleas in Franklin County has issued a reversal in our <br />favor with regard to the unemployment for school guards case. The court has <br />ordered the Bureau of Employment Services to declare the school guard position to <br />be a seasonal position which would not qualify these employees for nployment <br />compensation. Both these cases are important in terms of principle with respect <br />to the rights of the City. <br />2 <br /> <br />
