Council Minutes of 8/20/91
2) Moved that Council accept the transfer of a C1, C2, and D6 liquor permit from
Convenient Food Mart, Inc., Convenient Food Mart, 4864 Dover Center Road to Tri
Family, Inc., Convenient Food Mart, 4864 Dover Center Road; second by Mr. Lind;
passed unanimously.
Mr. Nashar, Chairperson of the Streets and. Drainage Committee reported: 1) The
following is an update on the progress of work on City streets and drainage:
a. Vita Lane, Josephine Drive, and the industrial parkway--joint grinding and
crackseali.ng have been completed.
b. Sunset Oval is complete and open for service.
c. In September, Whitehorn, Lucydale, and Kennedy Ridge will have asphalt
overlays.
d. Charles Road resurfacing has been completed.
e. Sudbury, Limpert Lane, Kingston Circle, Bristol Lane, Waterbury Park,
Fairfax, and Sweetbriar have all had joint grinding, slab repair, and asphalt
overlays.
2) In the Timber Trails development, all residential street lights have been
changed to a more efficient and brighter high-sodium light.
3) In September, the following bid openings will take place: September 5, Park
Ridge, estimated at $1.4 million aril will include storm sewer repairs;
September 6, Marion, estimated at $450,000; September 11, Terrace Drive,
estimated at $225,000.
4) The Elm Road contract was awarded to Tri Mor, and work should begin in about a
week. The cost is approximately $477,000.
Audience Part~ici~ation
Mrs. Simons i, 53'~cnnedy Ridge, wanted clarification about the construction
being done on Kennedy Ridge. She feels that the residents have not been informed
of what was to take place; she is especially concerned about large dips in the
road, use of driveways, acid placement of sidewalks. Also, she wanted to know why
easements were required.
Mayor Boyle responded that the residents have received four letters concerning
the construction. The Service Director and City Engineer visited the street on
Monday evening and spoke to the residents. Of the 12 residences, 11 have signed
the easements. The street is being constructed so that both sides of the road
will drain into the street and the sewers; this will eliminate previous yard
flooding. The City will put in new driveways; the percent of incline will be
below the ~x;m,m, standards set by ODOT. Because the new street is a little
wider, sidewalks will be moved somewhat but will basically main in the same
place. A landscaper will be brought in to replace lawns and vegetation.
In response to residents' concerns, a pedestrian bridge was built. Although the
road is closed to through traffic, access for safety vehicles has always been
maintained. There has been a problem with vehicles using the closed street as a
short-cut; the Police Department has issued over 120 tickets.
Service Director Bohlmam responded that the City Engineer had just today mailed
a letter to Mrs. Simonski. The letter explains the choice of driveway
replacements and details the work that will be done.
4
