a <br />MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />JULY 2, 1991 <br />Present: Council President Boehmer, Council Members Bahas, Leonard, Lind, <br />McKay, Nashar, Saringer, Tallon. <br />Also Present: Mayor Ed Boyle, Law Director Michael Gareau, Finance Director <br />James Burns, Clerk of Council Barbara Seman. <br />Council President Boehmer called the meeting to order at 8:01 p.m. in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in reciting the Pledge of <br />Allegiance to the Flag. <br />Mirnrtes of the regular meeting of June 18 were approved as written. <br />Minutes of the special meeting of June 26 were approved as written. <br />President Boehmer introduced and welcomed David Lind, the newly appointed Council <br />Member from Ward II. <br />President Boehmer announced that Resolution 91-105 would be added to the agenda. <br />Also, Resolutions 91-100, 91-101, 91-102, and 91-105 would be passed under <br />suspension of the rules. <br />Mayor Boyle reported: 1) This Friday, bids will be opened on the sanitary sewer <br />1991 work. This is a $3.5 million project; $1.8 million will be funded from an <br />Issue II grant. The delay from the end of the 1990 project to the beg;rn~;nrov of <br />the 1991 project was built-in to allow for an evaluation phase. <br />2) Bid opening on the Coe lateral will also take place on Friday. <br />3) Construction on Elm Road will begin by mid-August; construction will begin on <br />Park Ridge and Marion at the end of August. <br />4) Per capita state and local taxes for Ohio rank 27th among the 50 states. Ohio <br />ranks 35th in state and local taxes as a percentage of personal income. <br />5) The Plamvng Commission will meet this .month to interview the Cuyahoga County <br />Plarniing Coymission with respect to a master plan. A good deal of ground work <br />has been done on this project; hopefully, the master plan will be well under way <br />by September. <br />6) Fourth of July festivities will begin at 9:45 a.m. with the bicycle decorating <br />contest at City Hall. A parade to the park will follow; there will be a band <br />concert at the gazebo and free pop and hot dogs. Council is invited to join the <br />"kazoo band" in the parade! Because of a lack of sufficient space to assure <br />safety, North Olmsted cannot lmld fireworks; but, we are having anold-fashioned <br />hometown celebration. <br />Law Director Gareau reported: 1) Testimony in the Cater case was completed <br />yesterday with Mayor Boyle testifying as the last witness. We expect to receive <br />instruction soon relative to a briefing schedule. <br />2) Along with Council Member Nashar and two members of the Police Department, <br />traveled to Columbus for the hearing on the Star Lounge before the Board of <br />Liquor Control.
