Council Minutes of 7/2/91 <br />Finance Director Burns reported: 1) On second reading tonight is Resolution <br />No. 91-92 which is the budget for 1992. In that budget, the projected revenues <br />for the General Fund are $12,067,425 with expenditures of $12,057,838. This <br />compares to the 1991. estimate of $10,608,687 with expenditures of $11,94b,689, <br />and the 1990 actual revenues of $10,460,745 and e~tures of $9,910,722. The <br />total for all funds in the 1992 budget is a revenue of $38,128,079 and <br />expenditures of $38,423,918. <br />2) We have received our yearly rebate from Regional Income Tax for the adjustment <br />of the fee the City pays for collecting the income tax. This amounts to $74,000. <br />Previous rates have been as follows: 1988, $118,000 or 3.05; 1989, $95,000 or <br />2.2%; 1990, $101,000 or 2.29. The rate for 1991 will be higher because we are <br />actively involved in a collection process for delinquent accounts. <br />Mr. Tallon chaired the Building, Zoning and Development Committee meeting for <br />Mrs. Saringer and reported the following: 1) the BZD meeting took place an <br />Thursday, June 27 at 7:30 p.m. The agenda items discussed were: <br />a. Engineering Department request regarding the right-of-yway changes on Lorain <br />Road and Country Club Blvd. to round off the east arxi west corners as well as the <br />northwest corner of Country Club and. Victoria Lane. The Committee concurred with <br />the proposal. Moved to accept the proposal of the Engineering Dept. to round off <br />the corners of Country Club Blvd,, east and west corners, and the northwest <br />corner of Country Club and Victoria Lane; second by Mrs. Saringer; passed <br />unanimously. Proposal approved. <br />b. Styling Concepts, 29919 Lorain Road, proposal for exterior renovation to <br />existing building. After discussion, the Co~mittee agreed with the proposal <br />including all the recammerxlati.ons of the Plarming Commission, Architectural <br />Review Board, and Board of Zoning Appeals. A further stipulation setting a date <br />for the pern~anent paving of the rear parking lot areas was agreed upon; the date <br />will be set at the next BZA meeting. Moved to accept the proposal of Styling <br />Concepts for exterior renovation of existing building; second by Mrs. Saringer; <br />passed unanimously. Proposal approved. <br />c. Predota Flooring, 29369 Lorain Road, proposal to construct a garage at the <br />rear of the property. The exterior of the building will be identical to the <br />existing buildings; there will be arse down light on the property. The Ccximittee <br />agreed to the proposal. Moved to accept the proposal of Predota Flooring to <br />construct a garage; second by Mr. Nashar; passed unanimously. Proposal approved. <br />d. Butternut Ridge Apartments, located south of I-480, west of State Route 252, <br />and north of lots facing Butternut Ridge Road, proposal to construct an apartment <br />complex. The proposal has been heard by the Planning Commission and the BZA. <br />The Conanittee stressed to the developer that the drainage had to be properly <br />presented to the Engineering Department. The down lights on the property have <br />been reduced from 20 feet to 15 feet. The traffic study has been done and the <br />property does not require a traffic light; should a traffic light be needed at a <br />later time, Developers' Diversified will pay the cost of the traffic study and <br />the traffic light. The existing house on the property will be relocated. Moved <br />to approve the proposal to construct the Butternut Ridge Apartment complex with <br />all recommendations of Planning Commission and BZA and also that the light poles <br />be reduced to 15 feet and the drainage be approved by the Engineering Department; <br />second by Mrs. Saringer; passed unanimously.
