Council Minutes of 6/18/91 <br />4) We have been advised by the County that Barton Road, from Lorain south to <br />the City limits, and Walter Road, from Lorain north., will be in the 1991 <br />projects. However, work will rat begin until the spring of 1992 to allow time <br />for drainage work to be completed. <br />5) The City will receive a donation of approximately $9,000 from Halleen <br />Chevrolet and Chevrolet Motors to be used for the purchase of playgrourxi <br />equipment at Bradley Park. Mr. Fattlar has been negotiating the purchase of <br />this equipment and has arranged for $13,500 worth of equipment for $9,000. <br />6) We have had some very preliminary discussions about the feasibility of <br />senior housing in North Olmsted. It will probably be another year before we <br />have concrete information on this project. Mr. McKay will act as our liaison <br />with Council and will keep you informed. <br />7) The City will sponsor anold-fashioned hometown Fourth of July celebration. <br />A bicycle decorating contest will take place at City Hall at 9:45 a.m. <br />followed by a parade to the park. We will have band concerts at the gazebo, <br />picnic games, and a free picnic lunch. <br />Law Director Gareau reported: 1) Recently attended a seminar on impact fees; <br />the administration is looking at the feasibility of imposing certain impact <br />fees on future development. A co~rehensive study will be done to see whether <br />or not it will be in the City's best interest to impose impact fees. <br />2) With respect to the Cater case, testimony was begun last week and should be <br />concluded tomorrow. After testimony is complete, the referee will report to <br />the Court of Appeals; we will then receive a briefing schedule. Hopefully, <br />the case will be decided this fall. <br />Finance Director Burns reported: 1) Congress is currently considering a bill <br />which would require non-PERS employees to be covered by Social Security. PERS <br />is also attempting to pass legislation to cover the same employees. The <br />difference in the cost to North Olmsted would be approximately $50,000. House <br />Bill 382 has cleared the House ark is in the Senate; the coa~romise on the <br />bill was that there would be a .4~ reduction in the employer's contribution. <br />This would save North Olmsted approximately $10,000; therefore, the net effect <br />is an increase of $40,000 over what had originally been appropriated. <br />Mrs. Beringer, Chairperson of the Building, Zoning and Development Committee <br />reported: 1) The BZD Committee met on June 12; present were all Committee <br />members, Building Comnisaioner Conway, and Assistant Engineer McDermott. The <br />agenda items were as follows: <br />a. Hot 'n Now Hamburgers located between 28401 and 28429 Lorain Road. The <br />proposal was to construct adrive-through restaurant. Mr. Vanelli, the <br />architect was present. This was approved by ARB on May 22 and Planning <br />Commission on May 28. The color of the roof has been changed to a terra-cotta <br />and the BZD requested the lights to be shielded arid. to be no higher than the <br />building height. Mr. Zergott has approved the landscaping plans; BZD asked <br />fora 32 foot mound above the entrance grade. The Committee voted 2 to 1 in <br />favor of the proposal. Mrs. Saringer moved to approve the proposal with the <br />recommendations of the ARB, Plann? ng Commission, and BZD Committee; secarni by <br />Mr. Tallon.
