Council Minutes of 6/4/91 <br />Law Director Gareau reported: 1) We are currently working on a final <br />draft of the Clark Oil brief. <br />2) A deposition was taken from Mr. Cater in preparation of an <br />evidentiary hearing to be held next week. <br />Finance Director Burns reported: 1) The $1.2 million notes that were <br />approved at the last Council meeting were sold at an interest rate of <br />4.77%, the lowest rate we have had. in quite some time. <br />2) We have received the estimated assessed valuations from the County. <br />Valuations are estimated to be $553,472,000 compared to $443,738,000 for <br />1990. This is an increase of approximately 20~. Of that, residential <br />real estate accounts for an 18~ increase; other real estate is at a 30X <br />increase level. <br />Mr. Tallon, Chairperson of the Finance Commmittee reported: 1) The <br />Finance Committee met on rkmday, Jude 3, to discuss the ordinance <br />authorizing the Director of Public Service to contract with Norstan for <br />improvements to the Police Station telephone system. Mr. BohLnarm <br />estimates the cost to be approximately $16,000; the cost is covered <br />within our budget. The Committee recommends passage of this ordinance. <br />Mr. Nashar, Chairperson of the Streets and Drainage Committee reported: <br />1) The Committee met on Monday, June 3. In attendance were: Directors <br />Bohlmarm and Gundy; City Engineer Dectm Council Mex~t>ers Boehmer, <br />Saringer, McKay, Tallon, and Nashar. The agenda items were as follows: <br />a. Ordinance No. 91-72 pertaining to the Coe lateral. This culvert <br />ditch is approximately 3,500 feet long; and has not been cleaned in <br />approximately 25 to 30 years. The estimated cost of this project i.s <br />over $200,000; this will include installing culvert piping. We will ask <br />for suspension of the rules on Ordinance 91-72 this evening. <br />b. Ordinance No. 91-73 pertains to the improvements at the Wastewater <br />Treatment Plant and will be on second reading tonight. <br />c. Ordinance No. 91-90 which deals with the back yard easements in the <br />Pheasants Walk subdivision. Approximately lb residents were in <br />attendance. Hennie Homes has agreed to pay all the costs and expenses <br />for construction of the storm sewer. We will ask for suspension of the <br />rules tonight on this ordinance so that work can begin immediately. We <br />are very pleased to get this project started. <br />Mr. Boehmer announced that the had asked Mr. Leonard to assume the <br />Chair of the Public Safety, Health and Welfare Committee; Mr. McKay has <br />been appointed a member of the Committee. <br />Mr. Leonard, Chairperson of the Public Safety, Health and Welfare <br />Committee reported: 1) The Committee met on Monday, June 3. On the <br />agenda were the following ordinances: <br />a. Ordinance Nos. 91-75 and 91-7b, which call for the placement of stop <br />signs on two cul-de-sacs.
