Council Minutes of 5/21/91 <br />Mayor Boyle presented a proclamation to Mr. David Dillon in recognition <br />of his award as the 1991 North Olmsted Citizen of the Year. Mr. Dillon <br />has been a leader in the Boy Scouts for 17 years, was selected Mr. <br />Scouting in 1983 and 1984, was voted the outstanding unit leer in the <br />Great Western District in 19$7, has been an active member of Ascension <br />Lutheran Church for 20 years, is a member of the North 07msted Kiwanis, <br />and has been an educator for 30 years. <br />Mayor Boyle presented a proclamation to Laverne Marchak who accepted on <br />behalf of the Insurance Women of Cleveland. May 17 through May 21 was <br />proclaimed as National Insurance Women's Week. <br />Mayor Boyle presented a proclamation to Tina Hlavaty, Administrator of <br />the North Olmsted Senior Center, in recognition of Senior Citizens Day, <br />May 21. <br />Mayor Boyle presented a proclamation to Executive Officer Lt. Thomas G. <br />Vincent and Class Instructor Robert M. Stacho, wino represented the Rocky <br />River Power Squadron, in recognition of National Safe Boating Week of <br />June 3 through June 9. Lt. Vincent thanked the Mayor and Council and <br />presented Mayor Boyle with a Certificate of Recognition. <br />Sally Reeves, from the Special Horizon Early Intervention Center, <br />thanked Mayor Boyle for participating 3n the Week of the Young Child and <br />presented him with a picture of his attendance at the activities. <br />Members of the Girl Scout Troop 9 were introduced and recognized. <br />Mayor Boyle reported: 1) The possible merger of National City Bank and <br />Ameritrust could have an impact on North Olmsted. <br />2) Have met with Mr. Rossi, builder of the development off Bradley Road, <br />to discuss the problems that the City has been mcmitoring. They will be <br />dragging that area tonight and putting down a substance to decrease the <br />dust. Repaving should take place on Tuesday, May 28. <br />3) Brownj.ng-Ferris Industries will be changing their name to BFI of <br />Ohio. Have met with Mr. Johnson of BFI to discuss the recycling plant. <br />Construction on the building should begin within a month with completion <br />set for the end of this year or the beginning of next year. Also <br />discussed was North Olmsted's recycling program; we are investigating <br />the pros and cons of the bag system versus hard containers. <br />4) The County has identified Walter Road, Mastick Road, Lewis Road, <br />McKenzie Road, and Barton Road as candidates for the 1991 Operation <br />Resurfacing Program. The City's share will be 20% of construction and <br />40% of engineering. Ordinances are before Council tonight to initiate <br />this program. <br />5) North Olmsted will be receiving $70,000 of Camtmini.ty Development <br />Block Grant money to be applied toward Elm Road. <br />Law Director Gareau reported: 1) Attended an all-day msunicipal law <br />conference last week. One major topic was the public records law of <br />Ohio. <br />2 <br /> <br />
