Council Minutes of S/21/91 <br />2) On June 6 and 7 will attend a conference dealing with the imposition <br />of impact fees by municipal corporations. <br />3) Depositions are scheduled in the Cater case in preparation of the <br />June hearing. <br />4) Congratulated the Scout Honorary Officials. As an Eagle Scout, is <br />aware that the Scouting program is very worthwhile and contributes to <br />the development of future leaders. <br />Finance Director Burns reported: 1) The City has received $107,374 in <br />estate taxes. <br />2) Pending in the Columbus Legislature is a bill that redefines the <br />method of allocating the deficit of municipal courts. The current <br />process uses criminal cases for the allocation of the deficit among the <br />active c~ogmn~nities within the court. The new plan will divide the <br />deficit in half between criminal and civil cases. Passage of this <br />legislation may increase vur assessment to the court. <br />3) In February, the City participated in a subpoena program with <br />Regional Income Tax; 3,358 delinquent account notices were sent. Of <br />that, 40X responded; 52X did not respond; 8X were non-deliverable. We <br />collected $20,969 in cash and payment arrangements were made for <br />$45,387. <br />4) During the first week of June, notices will be sent to 2,869 <br />delinquent tax payers. We believe the taxes owed are in the area of <br />$522,000. The penalty will be abated if the tax and interest are paid. <br />Subsequent to this abatement program, civil actions will be filed in <br />Rocky River Court. <br />On behalf of the Administration and Council, Mr. Nashar expressed <br />deepest sympathy to Mr. Boehiner an the loss of his wife Ruth. <br />Mrs. Saringer, Chairperson of the Building, Zoning and Development <br />Committee reported: 1) The BZD Committee met on May lb. In attendance <br />were committee members Nashar, Tallon, and Saringer; Building <br />Commissioner Conway; Assistant Engineer McDermott. On the agenda was <br />the following: <br />a. Office Warehouse, 4706 Great Northern Boulevard, renovation to the <br />store front and the addition of a loading dock. Mr. 1KcKee, manager, and <br />Mr. Mongello, architect, presented the revised plans. Variances were <br />granted by the BZA on May 1. Owners will install a fence down their <br />westerly property Line from Brookpaxk proceeding rwrth to Lorain Road. <br />Site plans now show handicapped spaces and ramps as requested. The <br />proposal was approved by the Planning Commission on May 14, Moved to <br />approve with the recom~ations of the BZA, ARB, Planning Commission, <br />and BZD Committee and on condition that plans are subrmitted to the <br />Building Department; second by Mr. Tallon; passed unanimously. <br />b. Brooklor Center, 26075 Lorain Road, proposal to construct a building <br />adjacent to the existing Dr. Erwin Jay Building.
