Council Minutes of 4/16/91 <br />Cuyahoga County; and this was a payment of $1.2 million. In North <br />Olmsted in 1990, there were 235 families on the program who were paid <br />$28,905. If not for this program, our Human .Resources Department would <br />have had to help subsidize these costs. The Co~amittee rec <br />passage of Ordinance 91-58 and supports the continuance of the HEAP <br />program. <br />Mrs. Babas, Chairperson of-the Long-Range P1~ Committee reported: <br />1) The Committee met on Wednesday, April 3, to hear a presentati~ by <br />Mr. Skip Berner of Open Door West. Mr. Warner will soon be invited to a <br />meeting of Council-as-a-Whole. <br />Mr. Tallon reported for Mrs. Beringer, Chairperson of the Building, <br />Zoning, and Development Committee: 1) The Committee met on Wednesday, <br />April 10, to discuss the Storm's Throw Apartments development. In <br />attendance were: Council Iaers Nashar and Tallon; Building <br />Commissioner Conway; City Engineer Deices; Mr. Bollinger, the project <br />manager; Mr. Bower, the owner; and eight residents. This project was <br />approved by the Plannin~ Commmission and the Architectural Review Board. <br />Also, a variance from 22 to 3 stories was granted by the Board of Zoning <br />Appeals. After a lengthy discussion of the project, with input from the <br />residents, the Committee voted to approve the development. Highlights <br />of the discussion were as follows: <br />a. There are 132 units; 90 two-bedrooms and 42 one-bedroom units on <br />approximately 12 acres of land with 2.2 acres for a future Phase II <br />development. <br />b. The variance granted allows 3-story buildings; however, the <br />buildings will be only 212 stories. <br />c. The fence will end at the west end of the development of Fhase I. <br />d. The motion to approve incorporated all provisions of the Planning <br />Commission and ARB, including deed restrictions. <br />Mr. McKay added that it was also decided that the drainage ditch was to <br />be covered. Mr. Tallon agreed that this was also agreed upon. <br />Mr. McKay asked about the question of a wetlands study being conducted. <br />Mr. Tallon said the Army Corps of Engineers had been aut on that day and <br />would be reporting on the possibility of doing another wetlands survey. <br />If it is indeed found to be a wetlands, the EPA and the developer would <br />negotiate that problem. <br />Mr. Tallon added that the developer, Mr. Bower, and ane of the residents <br />met immediately after the meeting to discuss a problem, which was solved <br />to everyone's satisfaction. This situation was indicative of the <br />cooperation shown by the developer and the residents during the BZD <br />meeting. <br />Mr. Tallon moved that Council accept the proposal to develop Stone's <br />Throw Apartments located between Claque, Mastick and Brookpark Roads; <br />second by Mr. O'Grady; passed unanimously. <br />3 <br />
