Council Minutes of 3/19/91
3) Ordinances 91-51 and 91-52, which authorize the Director of Public
Service to go out on bids for the repair of concrete and sewer catch
basins, were discussed. The Coaomittee concurs with these ordinances and
suspension of the rules will be asked on them tonight.
Audience Part~ici~tion
James Fleger, Z438~uth Oxford Oval, is concerned about the
deteriorating condition of South Oxford Oval. Mr. Fleger brought a bag
of rocks and stones taken from the street to illustrate the poor
condition of South Oxford Oval. This has been an on-going problem for
many years, and the residents want the City to take action. Mr. Fleger
expressed concern that the City did not have a plan for street repair
and the problems were compounded because of the change in
administrations.
Mr. Boh]mann told Mr. Fleger that he had personally visited the street
and agreed it was in bad shape. However, the street is not on this
year's repair list because sanitary and infrastructure work must be
completed first. The City will endeavor to contract with United Survey
to do some immediate slab repair in order to avoid a sink-hole and other
major problems.
Mayor Boyle assured Mr. Fleger that the City did have a plan. The
Oxford Oval streets will be fixed in 1992 because the sanitary sewer
work must be completed first.
Mr. McKay commented that there had been a plan in place to repair and
replace streets during past administrations. Unfortunately, the money
hadn't been available until now. It wr~uld be impossible to do all the
streets in one year; seventy streets will be completed this year.
Mr. Nashar also assured Mr. Fleger that the City would make the street
serviceable until extensive repair or replacement could be done.
Mrs. Bahas conanented that Council is very happy that for the first time
the money is available to correct these types of problems that residents
have had for many years.
Robert Cygan, 26606 Sweetbriar, is concerned about the 23% raises for
City officials that had been reported in the Sun Herald. He also
expressed concern about the costs for organization and travel. In
particular, he wanted to know the extent and need for travel by Mr.
Wilamosky. Mr. Cygan also rioted that the new tax increase would
generate $709,000 and wanted to know if all this money would be used in
Ward III.
Mayor Boyle responded with a definite, "No", to the question of whether
the tax money would be used in Ward III. To answer Mr. Cygan's other
questions, Mayor Boyle cam~ented that Mr. Wilamosky is in charge of
Administrative Services and is responsible for applying for Issue 2
grants and other outside funding. He has traveled to several cities in
search of these funding sources. In 1990, Mr. Wilamosky brought in over
5
