Council Minutes of 3/19/91 <br />w` Audience Partci tion (continued) <br />Ann K t er ive, was concerned about damage done to her <br />lawn by contractors working an tYye sewers. <br />Mayor Boyle said the company doing the working in the Deerfield area <br />was the United Survey Ccxmpany. They are required to have a professional <br />landscaper come in and replace the lawns to their original status. <br />Mr. Bohlmann commented that the contractors photographed or video taped <br />the properties before beginning work. The contractors are liable for <br />grass, sidewalk, apron, curb, and street repair caused by their .workers. <br />A 100X performance bond is carried on the contractor; and he will carry <br />a maintenance bond for several years after completion of the job. <br />Mrs. Koch will be sent a copy of the performance band to assure that her <br />property will be protected in the future even if the current <br />Administration is not in office. <br />Kathy Kuach, Holly Drive, is happy with the new Administration but was <br />overwhelmed with the pay increases that were reported in the newspaper. <br />She feels the raises should be given gradually. <br />Mrs. Babas commented that the figures given i.n the Sun Herald were only <br />negotiation figures--this was not a done deal. .She asked that the <br />citizens allow Council and the Administration time to negotiate. <br />Council has tried very hard to wisely spend money and will continue to <br />do so. <br />Mayor Boyle wanted to clarify two matters: 1. Directors are salaried <br />aryl do not receive overtime; 2. Directors were wx~.erpaid and. we are <br />trying to bring them up to the level where they should be. Perhaps this <br />could be done in stages; however, it is not fair or just to make an <br />underpaid person underpaid for another year, but less underpaid. This <br />City has historically underpaid; it is time it started paying the <br />correct amount. During the past eight years, various departments and <br />classifications have been increased; it is now time for Directors and <br />certain Department Heads to be brought to the right level. <br />Mrs. Kuach remarked that a lot of people were unhappy with the raises. <br />Mayor Boyle commented they were unhappy for two reasons: (1) The <br />longevity was totally left out of the newspaper article and this does <br />account for a good deal of the raise. The article compared the pay <br />without longevity to what was being offered as a total, gross pay. This <br />is incorrect and leads residents to believe the raise is larger than it <br />really is. (2) Residents mistakenly assumed that tree new income tax was <br />being used for the raises. This is not true; the income tax money is <br />earmarked and will not be used for raises.
