Council Minutes of 3/5/91 <br />LEGISLATION (CONTINUED) <br />Mrs. Bahas asked for a clarification of the term "additional" tax. <br />Mr. Gareau explained that it meant it was an additional tax over the <br />limitations set by the Charter. <br />Mayor Boyle commented that it is often referred to as being "outside" <br />the Iimit. In this case, the tax is a .7 outside which will be lowered <br />to a .5 outside. <br />Mr. McKay moved to adopt Ordinance 91-46; second by Mr. Tallon; passed <br />unanimously. Ordinance Na. 91-46 adopted. <br />Ordinance No. 91-44 introduced by Mr. O'Grady was given its second <br />reading. An ordinance establishing the organization of the Police <br />Division of the Department of Fublic Safety, and declaring an emergency. <br />Ordinance No. 91-45 introduced by Mayor Boyle was given its second <br />reading. An ordinance to make appropriations for current expenses and <br />expenditures for the City of North Olmsted for the year ending December <br />31, 1991. <br />Ordinance No. 91-47 was introduced arxi placed on first reading by r1r. <br />Tallon. An ordinance authorizing the Mayor to enter into an agrnt <br />with the City of Fairview Park regarding capital charges for sewer <br />improvements. <br />Ordinance No. 91-49 was introduced and placed 4n first reading by Mayor <br />Boyle. An ordinance establishing new Chapter 955 of the Codified <br />Ordinances of the City of North Olmsted entitled, "Sale of Surplus City <br />Personal Property". <br />Ordinance No. 91-50 was introduced and placed on first reading by Mr. <br />Tallon. An ordinance establishing rates of co~nnpensatian for various <br />administrative and legislative personnel and declaring an emergency, as <br />amended. <br />Miscellaneous Business <br />Mrs. Bahas scheduled a Long-Range Planning Committee meeting for <br />Tuesday, March '.2 at 7 o'clock. <br />On behalf of NOMBL and the City, Mayor Boyle thanked Council and <br />everyone who attended the reception celebrating the Sixtieth Azmversary <br />of NOMBL. The North Olmsted Municipal Bus Line was started ~ March 1, <br />1931--it blazed the trail for starting bus lines. ILL is the oldest <br />municipally-operated bus line in the State of Ohio.
