Council Minutes of 3/5/91 <br />LEGISLATION (CONTINUED) <br />Ordinance No. 91-31 introduced by Mr. Tallon was given its third <br />reading. An ordinance smend:ing Chapter 1701 of the Codified Ordinances <br />of the City of North Olmsted entitled "Fire Prevention Code", by adding <br />thereto a new Section. 1701.06 entitled "Fire Department Research Fees", <br />and declaring an emergency. Mr. Tallon moved for adoption; second. by <br />Mrs. Saringer; passed unanimously. Ordinance No. 91-31 adopted. <br />Ordinance No. 91-32 introduced by Mr. Tallon was given its third <br />reading. An ordinance creating a petty cash fund for the use of the <br />Police Department. Mr. Nashar moved for adoption; second by Mrs. <br />Saringer; passed unanimously. Ordinance No. 91-32 adopted. <br />Ordinance No. 91-33 introduced by Mr. Tallon was given its third <br />reading. An ordinance amending Section 139.02 of the Codified <br />Ordinances of the City of North Olmsted entitled "Copies of Photographs; <br />Charges" of Chapter 139 entitled "Department of Public Safety". Mr. <br />Tallon moved for adoption; second by Mrs. Bahas; passed unanimously. <br />Ordinance No. 91-33 adopted. <br />Ordinance No. 91-34 introduced by Mr. Tallon was given its third <br />reading. An ordinance amending Section 139.01 of the Codified <br />Ordinances of the City of North Olmsted entitled "Copies of Reports; <br />Charges" of Chapter 139 entitled "Department of Public Safety". Mr. <br />Tallon moved for.adoption; second by Mrs. Bahas; passed unanimously. <br />Ordinance No. 91-34 adopted. <br />Ordinance No. 91-35 introduced by Mr. Tallon was given its third <br />reading. An ordinance to make transfers and appropriations for current <br />expenses and other expenditures for the City of Nortl~ Olmsted for the <br />year ending December 31, 1990. Mr. Tallon moved for adoption; second by <br />Mr. Nashar; passed unanimously. Ordinance No. 91-35 adopted. <br />Ordinance No. 91-46 introduced by Mayor Boyle was given its third <br />reading. An ordinance providing for the submission to the electors of <br />the City of North Olmsted of an an~endme~nt to Section 8 of Article VIII <br />of the Charter of the City of North Olmsted to authorize this Council to <br />levy annually for a continuing period of time, without a vote of the <br />people, an additional tax at a rate not exceeding one-half of one mill, <br />beginning with a levy in tax year 1991 for collection in calendar year <br />1992, to provide funds for municipal recreational purposes, including <br />payment of costs of providing permanent improvements, current operating <br />expenses and debt service requirements on certain obligations issued to <br />pay costs of providing and improving recreational facilities, to replace <br />Council's authority to levy an additional tax at a rate rat exceeding <br />seven-tenths of one mill for those municipal recreational purposes in <br />tax years 1991 through 1998, and declaring an emergency. <br />Resident Jim Cater attempted to speak about this ordinance but was ruled <br />out of order by President Boel~er. It was explained that comments from <br />the audience are only taken during Audience Participation. <br />5 <br />
